U.S. Navy Commits Historic $76.6B to Build 5 Columbia and 9 Block VI Virginia-Class Submarines.
The U.S. Navy has awarded approximately $76.6 billion in contract modifications to HII's Newport News Shipbuilding and General Dynamics Electric Boat to expand U.S. nuclear submarine production, marking one of the largest submarine procurement and industrial investments in U.S. history. Announced by HII on July 29, 2026, the funding will accelerate construction of five additional Build II Columbia-class ballistic missile submarines and nine Block VI Virginia-class attack submarines while strengthening the industrial base that underpins America's nuclear deterrent and future AUKUS commitments.
The $76.6 billion package also finances major shipyard infrastructure upgrades designed to increase production capacity and improve schedule performance for both submarine programs. By pairing fleet expansion with long-term industrial investment, the Navy is reinforcing its ability to sustain strategic nuclear deterrence, maintain undersea superiority, and meet rising operational demands in an increasingly contested global security environment.

The contract positions Newport News Shipbuilding as the delivery yard for six of the nine new Virginia-class submarines while continuing its role in manufacturing and delivering six major module sections for every Columbia-class submarine. Beyond expanding the future fleet, the infrastructure investment is intended to improve construction efficiency, accelerate production, and reduce industrial bottlenecks that have affected submarine output, reinforcing the U.S. Navy's long-term undersea superiority amid growing strategic competition with China and Russia.
The award represents one of the largest investments ever made in the U.S. nuclear submarine enterprise and reinforces the partnership between the nation's only two nuclear submarine builders. Newport News Shipbuilding and General Dynamics Electric Boat jointly construct every Virginia-class submarine under a long-established teaming arrangement that divides production between the two shipyards while alternating final delivery responsibilities. This collaborative approach has enabled continuous serial production while incorporating capability enhancements across successive construction blocks.
The Virginia-class nuclear-powered attack submarine remains the cornerstone of the U.S. Navy's undersea warfare fleet. Designed to conduct anti-submarine warfare, anti-surface warfare, intelligence collection, surveillance, reconnaissance, special operations support, and precision land-attack missions, the class provides commanders with highly survivable platforms capable of operating undetected in contested maritime environments. These submarines are critical for maintaining sea control, protecting carrier strike groups, and deterring adversaries across the Indo-Pacific, Atlantic, Arctic, and other strategically important theaters.
Although the U.S. Navy has not yet disclosed the detailed configuration of Block VI, the new production block is expected to continue the incremental modernization approach that has characterized previous Virginia-class upgrades. Earlier blocks introduced improved sonar systems, enhanced combat management capabilities, reduced acoustic signatures, and the Virginia Payload Module (VPM), which significantly increased each submarine's capacity to carry Tomahawk land-attack cruise missiles and other payloads. Block VI is expected to further enhance stealth, sensor integration, mission flexibility, and readiness for future weapons and unmanned systems.
The Columbia-class ballistic missile submarine is the U.S. Navy's highest-priority shipbuilding program and will replace the aging Ohio-class fleet that currently performs the nation's continuous at-sea nuclear deterrence mission. Each Columbia-class submarine will carry 16 Trident II D5LE submarine-launched ballistic missiles and incorporates an advanced electric-drive propulsion system designed to reduce its acoustic signature while improving operational efficiency. The submarines are also equipped with a life-of-the-ship nuclear reactor, eliminating the need for mid-life refueling and increasing operational availability throughout a projected service life of more than 40 years.
While General Dynamics Electric Boat serves as the prime contractor for the Columbia-class program, Newport News Shipbuilding manufactures and delivers six major structural modules for every submarine. This division of responsibilities enables both shipyards to maximize specialized manufacturing expertise while maintaining simultaneous production of the Navy's strategic ballistic missile submarines and attack submarines.
A significant portion of the contract modifications is dedicated to strengthening the U.S. submarine industrial base. The Navy has repeatedly identified workforce shortages, supplier constraints, aging facilities, and limited manufacturing capacity as key factors affecting submarine production schedules. The additional funding will modernize shipyard infrastructure, expand production facilities, improve digital manufacturing processes, and strengthen the supplier network that supports nuclear submarine construction.
The infrastructure investment has strategic importance beyond current U.S. fleet requirements. The United States must simultaneously deliver Virginia-class submarines for its own Navy, maintain the Columbia-class production schedule without delays, and prepare to support the AUKUS security partnership, under which Virginia-class submarines are expected to be transferred to Australia during the next decade. Expanding industrial capacity is therefore essential to meeting national force structure objectives while fulfilling allied commitments without compromising production rates.
According to HII, Newport News Shipbuilding and General Dynamics Electric Boat have jointly delivered 26 Virginia-class submarines to the U.S. Navy as of July 2026. The experience gained through more than two decades of serial production has steadily improved manufacturing efficiency while supporting continuous capability upgrades that have kept the Virginia class among the world's most advanced nuclear-powered attack submarines.
The $76.6 billion investment demonstrates that industrial capacity has become a strategic capability in its own right. As competition with China and Russia drives increasing demand for advanced undersea forces, the ability to build submarines faster and at greater scale is emerging as a decisive factor in maintaining U.S. naval superiority. Expanding shipyard infrastructure and stabilizing long-term production not only supports fleet modernization but also preserves the highly specialized workforce and supply chain required for nuclear submarine construction.
By combining procurement of 14 additional nuclear submarines with substantial investments in shipyard modernization, the contracts reinforce the U.S. Navy's long-term strategy of preserving conventional undersea dominance while sustaining the sea-based leg of the nation's nuclear deterrent. The award strengthens the industrial foundation needed to support future fleet expansion, enhance production resilience, and ensure that the United States retains its technological and operational advantage in the undersea domain for decades to come.
