Singapore Explores Joining GCAP Sixth-Generation Fighter Programme for Future RSAF Modernization.


Singapore has begun exploratory discussions with the United Kingdom, Italy and Japan on the Global Combat Air Programme (GCAP), marking the first known official step toward evaluating the sixth-generation fighter initiative. The talks could influence the Republic of Singapore Air Force's long-term modernization plans as the country assesses future air combat capabilities beyond its current fleet.

Singapore is examining potential involvement in the Global Combat Air Programme (GCAP), the trilateral effort led by the United Kingdom, Italy and Japan to develop a sixth-generation combat aircraft expected to enter service from 2035. Officials have confirmed that discussions with the three partner nations remain preliminary, with no decision yet on whether Singapore will seek a formal role in the programme. Even so, the exchanges represent the clearest indication to date that the city-state is actively evaluating GCAP as part of the Republic of Singapore Air Force's long-term force planning.

Singapore's interest comes only days after the programme reached its first international expansion. On July 21, Canada became the first observer nation in the GCAP, gaining access to the programme's governance mechanisms, technical priorities and security requirements without receiving voting rights, design authority or a guaranteed industrial workshare. This arrangement enables Ottawa to evaluate the operational and industrial aspects of the future combat system while continuing its acquisition of the F-35A. For Singapore, this development demonstrates that the three founding members are now prepared to establish structured relationships with prospective partners without altering the programme's existing industrial and political balance.

The RSAF has traditionally relied on US-built combat aircraft to maintain its air superiority and strike capabilities. It currently operates 40 F-15SG Strike Eagles and 59 upgraded F-16C/D Fighting Falcons, while the acquisition of 20 F-35 Lightning II aircraft is already underway, including twelve F-35B short take-off and vertical landing variants. This fleet reflects Singapore's longstanding strategic relationship with Washington, supported by close operational cooperation and access to training facilities in the United States. At the same time, Singapore continues to follow a pragmatic procurement policy, seeking to diversify selected defence partnerships whenever they provide technological, industrial or strategic advantages.

These discussions, revealed by Janes on July 29 and based on information obtained from a source close to the matter, are consistent with this approach. Rather than committing early to a major programme, Singapore's Ministry of Defence has historically spent years assessing technological maturity, industrial opportunities, cooperation frameworks and long-term strategic implications before making procurement decisions. The process that ultimately led to the selection of the F-35 followed the same pattern. In the case of the GCAP, continuing uncertainty surrounding future US export policy for Boeing's F-47 also provides an incentive for Singapore to examine alternative options before making long-term force structure decisions.



Established in December 2022 through the merger of the United Kingdom's Tempest programme and Japan's F-X fighter project, with Italy joining as an equal founding partner, the GCAP is one of the world's two leading sixth-generation combat aircraft programmes alongside the US Next Generation Air Dominance (NGAD) initiative. Government oversight is provided through the GCAP International Government Organisation (GIGO), while industrial leadership rests with Edgewing, a joint venture equally owned by BAE Systems, Leonardo and the Japan Aircraft Industrial Enhancement Company (JAIEC). The company is responsible for aircraft configuration, certification, systems integration and maintaining a common design baseline throughout the programme.

The programme has recently entered a key stage of development. On July 3, 2026, the GCAP Agency awarded Edgewing a £4.6 billion contract covering approximately 18 months of detailed design work. This phase is intended to define the aircraft's overall configuration, structural architecture, propulsion interfaces, mission systems layout, internal fuel capacity, weapons bay dimensions, electrical output, cooling requirements and software architecture, which will serve as the baseline for future upgrades. The contract follows a £686 million bridge contract awarded in April to ensure continuity of engineering activities. In parallel, the United Kingdom has allocated £8.6 billion over four years to the programme, Italy has increased its commitment to €18.6 billion, and Japan has included ¥206.6 billion for the GCAP in its fiscal year 2026 defence budget request.

Although the aircraft's final specifications remain classified, the full-scale model displayed at the Farnborough International Airshow in July 2026 provides a clearer indication of its configuration. It features a tailless delta wing, a twin-engine layout, diverterless supersonic air intakes and a broad blended fuselage designed to maximise internal volume. Current estimates place the aircraft in the 19 to 20 metre class, approximately three to four metres longer than the Eurofighter Typhoon, allowing greater internal capacity for fuel, sensors, electronic systems and internally carried weapons. Early programme objectives also envisaged an internal payload approximately twice that of the F-35A while maintaining a low observable design.

The propulsion system is being jointly developed by Rolls-Royce, Avio Aero and IHI, with emphasis placed not only on thrust and fuel efficiency but also on electrical power generation and thermal management. These characteristics are essential for an aircraft expected to operate a high-power active electronically scanned array radar, passive infrared sensors, electronic warfare equipment, secure communications and high-capacity onboard processors simultaneously. Cooling capacity has become a key factor in sustaining sensor and mission system performance during extended operations, while the aircraft's open architecture is intended to facilitate the integration of future sensors and weapons throughout its service life.

The GCAP extends beyond the development of a crewed fighter. It is designed as a system of systems integrating the aircraft with collaborative uncrewed platforms capable of conducting reconnaissance, electronic warfare, communications relay, strike and decoy missions. While the pilot retains authority over mission execution, the aircraft's digital architecture is intended to process data simultaneously from radar, infrared sensors, electronic support systems, satellites and allied platforms. The objective is to make the GCAP a low-observable command node capable of distributing information across fighter aircraft, naval units, ground forces and long-range weapon systems, including in environments where satellite communications and tactical data links are degraded.

For Singapore, the relevance of the GCAP extends beyond replacing an existing fighter fleet. Located at the crossroads of the Indian and Pacific Oceans, in a regional environment shaped by China's military modernisation and the continued expansion of air capabilities across Southeast Asia, the city-state seeks to preserve a qualitative military advantage. A combat system combining long range, low observability and native integration with collaborative combat aircraft would support the RSAF's deterrence posture despite Singapore's limited territory and minimal strategic depth. Access to such an operational ecosystem would also strengthen its ability to operate within multinational coalitions while preparing for the evolution of air combat beyond 2035.

Beyond the technical aspects, Singapore's interest in the GCAP reflects broader changes in the Indo-Pacific security environment. Following Canada's accession as the programme's first observer nation, the British, Italian and Japanese initiative is attracting growing attention from prospective partners, including Australia, Saudi Arabia and several European countries that have expressed varying levels of interest. For Singapore, closer involvement would diversify its defence partnerships without replacing its longstanding security relationship with the United States, while supporting greater long-term strategic flexibility. Such a development would also be closely monitored by China, as Singapore continues to balance its economic ties with Beijing against its defence relationships with Western partners. More broadly, growing international interest in the GCAP indicates that the programme is evolving beyond the development of a combat aircraft into a broader framework for industrial, technological and strategic cooperation.
