U.S. President Trump Orders Fifth U.S. Navy Shipyard to Put More Nuclear Submarines & Carriers Back to Sea.


U.S. President Donald Trump has ordered plans for a fifth public Navy shipyard to put more nuclear-powered submarines and aircraft carriers back to sea faster as operational pressure grows in the Indo-Pacific. The August 13, 2026, memorandum prioritizes new drydock capacity for fast-attack submarines and maintenance infrastructure closer to the U.S. Pacific Fleet, directly targeting readiness bottlenecks that can limit deployable warships.

The plan, due within 120 days, may include up to three drydocks large enough to support all current and projected U.S. submarine classes. Expanding repair capacity near the Pacific Fleet would help sustain higher submarine availability, shorten maintenance delays, and strengthen U.S. undersea deterrence across the Indo-Pacific.

The decision's significance extends beyond building another shipyard. The United States faces a growing challenge in ensuring that the submarines it already operates can complete maintenance on schedule and return to operational service quickly.

For the U.S. Navy, this issue is becoming as important as submarine procurement itself. A Virginia-class attack submarine waiting for a drydock, specialized workers, or replacement components cannot deploy to the Western Pacific, regardless of how many submarines exist on paper.

Trump’s approach therefore links fleet expansion directly to maintenance capacity. The underlying logic is that building more attack submarines will not automatically generate greater combat power unless the Navy also expands the industrial infrastructure required to overhaul, repair, and modernize them.

The Navy currently relies on four public shipyards for major maintenance of nuclear-powered submarines and aircraft carriers: Norfolk Naval Shipyard in Virginia, Portsmouth Naval Shipyard in Maine, Puget Sound Naval Shipyard in Washington, and Pearl Harbor Naval Shipyard in Hawaii.

The proposal for a fifth shipyard would represent the first major expansion of that public shipyard network in decades. More importantly, the memorandum directs planners to focus on locations near the Pacific Fleet, including sites in the continental United States, Alaska, Hawaii, and U.S. territories.

That geographic requirement gives the initiative a clear Indo-Pacific dimension.

A new shipyard on the U.S. West Coast could provide access to established transportation networks, suppliers, and a large industrial workforce while strengthening existing Pacific maintenance capacity. It could also reduce pressure on Puget Sound Naval Shipyard, which already supports nuclear-powered submarines and aircraft carriers.

Hawaii offers a different advantage. A facility there would be much closer to the Pacific Fleet’s principal operating areas and could reduce transit requirements for submarines moving between deployment zones and major maintenance periods.

Pearl Harbor already has experience maintaining nuclear-powered submarines, making Hawaii operationally attractive. The challenge would be expanding infrastructure and recruiting enough specialized personnel without simply drawing workers away from existing facilities.

Alaska could provide access to both Pacific and Arctic operating areas and may become increasingly important as U.S. naval activity grows in northern waters. However, establishing a large, nuclear-qualified maintenance complex there would require major investment in logistics, housing, transportation, and technical workforce development.

U.S. Pacific territories could provide the most forward-positioned option, potentially placing maintenance capacity closer to operations in the Western Pacific. That advantage would have to be balanced against vulnerability, logistical constraints, and the difficulty of sustaining a highly specialized workforce far from the continental United States.

The final choice will therefore involve more than geographic distance. The Navy will need to balance strategic proximity with survivability, industrial depth, supplier access, and the ability to recruit thousands of qualified workers.

The possibility of constructing up to three new drydocks could be particularly important for submarine availability.

A drydock does not correspond directly to one additional operational submarine because maintenance periods vary in duration and complexity. However, additional docks would allow more submarines to undergo major maintenance simultaneously and could reduce the amount of time vessels spend waiting for suitable facilities.

The military value of the fifth shipyard should therefore ultimately be measured by the number of submarines returned to service rather than by the number of drydocks constructed.

The U.S. administration has not published an estimate of how many additional submarines the new shipyard could make operationally available. Any precise figure at this stage would therefore be speculative.

However, even returning several submarines to service after prolonged maintenance delays could have a significant operational effect. A modest increase in deployable attack submarines could give U.S. commanders additional vessels for patrols, intelligence missions, anti-submarine warfare, and long-range strike operations.

This issue becomes particularly important in the context of a potential conflict with China.

Virginia-class and Seawolf-class nuclear-powered attack submarines would likely be among the most survivable U.S. offensive assets operating in heavily contested Western Pacific waters. Their ability to remain submerged, maneuver independently, and operate without relying on vulnerable forward air bases gives them an important role in countering Chinese submarines and surface forces.

As Army Recognition coverage of the Virginia-class submarine fleet shows, U.S. attack submarines combine anti-submarine warfare, anti-surface warfare, intelligence collection, and land-attack capabilities in warships that are difficult for an adversary to locate and target.

In a high-intensity Pacific conflict, the decisive question would not simply be how many attack submarines the Navy owns. Rather, it would be how many are actually available when a crisis begins and how quickly submarines undergoing repairs or maintenance can return to combat duty.

A fleet of dozens of attack submarines does not mean that every vessel is immediately deployable. Some will be undergoing depot-level maintenance, modernization, training, or repairs, while others may be delayed because of workforce shortages, unavailable parts, or insufficient drydock capacity.

Reducing the number of submarines caught in prolonged maintenance cycles could therefore generate combat power more quickly than waiting years for newly constructed vessels to enter service.

This is the central strategic logic behind Trump’s fifth-shipyard proposal. The administration appears to be treating shipyard capacity as an integral part of force structure itself.

The memorandum also calls for greater use of private-sector capabilities and directs planners to examine public-private financing mechanisms. This approach could allow the Navy to draw on commercial construction expertise and private investment while expanding government-controlled nuclear maintenance capacity.

The most difficult challenge may be manpower. Maintaining nuclear-powered submarines requires specialized welders, electricians, machinists, engineers, and nuclear-qualified workers whose skills take years to develop.

The U.S. Government Accountability Office has repeatedly identified workforce and infrastructure shortages as constraints on naval shipbuilding and repair. A fifth shipyard would therefore increase overall capacity only if it expands the skilled workforce rather than simply transferring experienced personnel from existing Navy yards and submarine builders.

Trump’s memorandum also directs the establishment of a Component Repair Center to support multiple submarine classes, including Los Angeles-, Virginia-, Seawolf-, Ohio-, and Columbia-class submarines. This provision matters because maintenance delays can also stem from unavailable components, even when drydock space and workers are available.

The two initiatives address different aspects of the same readiness problem. New drydocks would increase the number of submarines that can undergo maintenance simultaneously, while a stronger component-repair system could reduce the amount of time each submarine remains in the shipyard.

The United States is investing heavily in expanding submarine production, but the operational benefit will depend on whether maintenance infrastructure expands at a comparable pace.

Aircraft carriers are also included in Trump’s directive, although the most detailed requirements concern submarines. Additional public-shipyard capacity could still improve carrier readiness by reducing competition for specialized nuclear-maintenance resources and giving the U.S. Navy greater flexibility when major submarine and carrier overhaul schedules overlap.

The fifth Navy shipyard should therefore be understood primarily as a force-generation project rather than as a conventional infrastructure program.

Its real output would be measured by the number of additional nuclear-powered warships available to operational commanders, how quickly submarines can move through maintenance, and the resilience of the repair network during a prolonged crisis.

In a potential confrontation with China, these factors could have direct military consequences. The United States may not be able to replace nuclear-powered attack submarines rapidly during wartime, but it can seek to ensure that more of the existing fleet is operational when a conflict begins and that damaged submarines, or those undergoing overhaul, can return to service more quickly.

If the fifth shipyard reduces maintenance bottlenecks, its strategic value will not come from the size of the facility itself. Instead, it will come from generating more deployable attack submarines for the Pacific Fleet and converting industrial capacity into sustained undersea combat power.
