U.S. Navy Adds 26th Virginia-Class Submarine as USS Massachusetts Moves Directly to Fleet.


The U.S. Navy is sending the Virginia-class nuclear-powered attack submarine USS Massachusetts (SSN 798) toward fleet tasking after completion of its shakedown trials, bypassing a planned post-shakedown shipyard period. The move could give the U.S. Navy earlier operational access to its 26th commissioned Virginia-class submarine and increase available undersea capacity as the service works to sustain submarine readiness amid growing demands, particularly in the Indo-Pacific.

Shakedown trials are intensive at-sea evaluations conducted after a new submarine enters service. They test propulsion, navigation, sensors, communications, combat systems, safety equipment, and supporting machinery under realistic operating conditions. Deficiencies identified during the trials are typically addressed during a subsequent post-shakedown availability at a shipyard, so bypassing that period is a notable readiness development.

The U.S. Navy announced the decision on August 17, 2026, after SSN 798 completed months of testing following its delivery by HII's Newport News Shipbuilding on November 21, 2025. USS Massachusetts was commissioned in Boston Harbor on March 28, 2026, becoming the 25th Virginia-class fast-attack submarine and the seventh Block IV boat.

The decision matters more for operational availability than for fleet inventory alone. A submarine may be commissioned yet remain unavailable for operational assignments while undergoing maintenance, modernization or corrective work. By avoiding the planned shipyard period, USS Massachusetts can instead continue training and preparations for eventual operational tasking, potentially giving the U.S. Navy another modern nuclear-powered attack submarine for missions including anti-submarine warfare, anti-surface warfare, intelligence collection, surveillance, land attack and special operations.

U.S. Virginia-class submarines are designed to combine acoustic stealth, advanced sensors and nuclear-powered endurance, allowing them to operate covertly for extended periods without the refueling and surfacing requirements associated with conventionally powered submarines. Those characteristics are particularly relevant in the Indo-Pacific, where China's People's Liberation Army Navy has continued to expand and modernize its submarine and surface fleets. U.S. Defense Department assessments have identified the First Island Chain as an important geographic area in Chinese military planning and have described Chinese preparations for potential operations involving missile strikes, maritime blockades and attacks on U.S. and allied forces in the region.

In such an environment, nuclear-powered attack submarines offer the United States a comparatively survivable means of operating in heavily monitored waters. A Virginia-class submarine is designed to covertly monitor naval movements, track submarines and surface vessels, gather intelligence and, if ordered, employ torpedoes or cruise missiles. Its ability to operate from an uncertain underwater position can complicate an adversary's defensive planning and force additional resources into anti-submarine patrols, maritime surveillance and the protection of high-value naval units.

Anti-submarine warfare is among the Virginia class's central missions. Using passive sonar and other undersea sensors, the submarines are designed to detect, classify and track other submarines while limiting their own acoustic signatures. That capability can support the protection of carrier strike groups, amphibious forces, logistics vessels and other naval units, and it becomes increasingly important as China develops its undersea capabilities and expands the geographic area in which U.S. forces may be required to operate.

The U.S. and Chinese submarine forces differ substantially in composition. The U.S. attack-submarine force relies primarily on nuclear propulsion, which provides long submerged endurance and sustained high-speed operations, while China operates a mixture of nuclear-powered and conventionally powered attack submarines. That gives U.S. nuclear-powered submarines important advantages in endurance and long-range operations, while also increasing pressure on the U.S. Navy to keep as many attack submarines operationally available as possible across the Pacific.

USS Massachusetts could contribute directly to that requirement. In a high-intensity Pacific conflict, its value would depend not merely on its inclusion in the U.S. Navy's inventory of commissioned submarines but on its ability to deploy, remain concealed, track adversary submarines, threaten surface vessels and support broader U.S. operations. The submarine can also engage surface ships with heavyweight torpedoes and support land-attack missions with cruise missiles, while its potential presence around important approaches, chokepoints and operating areas can require opposing forces to devote aircraft, ships, submarines and undersea sensors to detection and defensive missions.

Virginia-class submarines also perform intelligence, surveillance and reconnaissance missions. Their ability to remain submerged for extended periods lets them monitor maritime routes, deployment areas, and naval activity while presenting a harder detection problem than most surface or airborne platforms. Those characteristics could be especially important within or near the First Island Chain, where U.S. surface ships and aircraft could face significant threats from Chinese missile, air and naval forces.

USS Massachusetts displaces about 7,800 tons, measures 377 feet in length and has a beam of 34 feet. Its nuclear reactor is designed to operate without refueling during the submarine's planned service life, reducing the need for a midlife reactor refueling overhaul. As a Block IV submarine, SSN 798 is also part of a Virginia-class configuration developed to improve operational availability by reducing the number of major maintenance periods expected during a submarine's service life and allowing each boat to spend more time available for deployment.

Skipping the planned post-shakedown availability would extend that principle to the beginning of USS Massachusetts' operational career. Instead of spending additional time in a shipyard, the submarine can move more quickly toward fleet operations, provided the U.S. Navy determines that no outstanding technical issues require depot-level work. The decision could also reduce pressure on the U.S. submarine industrial base by freeing specialized labor, engineering capacity, and shipyard space for other submarines undergoing construction or maintenance.

USS Massachusetts was built under a teaming arrangement between General Dynamics Electric Boat and HII's Newport News Shipbuilding, the two shipyards responsible for building Virginia-class submarines, while the U.S. Navy also prioritizes construction of the Columbia-class ballistic-missile submarine. That matters because the strength of the U.S. undersea force depends not only on the number of submarines authorized or commissioned but also on construction rates, maintenance performance, and the proportion of the fleet available for operational use.

For the U.S. Navy, the operational and industrial effects are closely connected. If USS Massachusetts can proceed toward fleet tasking without requiring its planned shipyard period, the service gains potential operational capacity while reducing demand on an already heavily tasked submarine industrial base. In the Indo-Pacific, that availability could matter more than the commissioning milestone itself, because nuclear-powered attack submarines are among the U.S. Navy's principal platforms for operating covertly in contested waters, tracking hostile submarines and surface ships, collecting intelligence and delivering weapons from concealed positions.

Moving USS Massachusetts toward fleet tasking could increase the usable strength of the U.S. Navy's Virginia-class force. Although the U.S. Navy now counts 25 commissioned Virginia-class submarines, the operational value of SSN 798 will ultimately depend on how quickly it becomes ready for real-world missions and how consistently it remains available.
