Germany plans fourth Type 424 intelligence ship to improve NATO's Baltic and North Atlantic surveillance.


German Defence Minister Boris Pistorius announced the planned procurement of a fourth Type 424 fleet service ship during the keel-laying ceremony for the third vessel at the Peene-Werft shipyard in Wolgast. The expansion aims to enhance the Bundeswehr's maritime reconnaissance capacity and maintain continuous operational availability for intelligence gathering. The new class will replace the aging Oste-class vessels currently operated by the German Navy.

The Type 424 programme involves the construction of approximately 130-metre intelligence-gathering vessels designed for communications and electronic reconnaissance. Delivery of the first unit is scheduled for 2029 to succeed the legacy Oste-class ships.

On September 14, 2026, German Defence Minister Boris Pistorius announced the future procurement of a fourth Type 424 fleet service ship during what was supposed to be the keel-laying of the third and last ship of this class at Peene-Werft in Wolgast, increasing the planned force by 33.3%. Three hulls are already under construction, while the fourth still requires Bundestag approval and has no contracted price or construction date. The third ship reached keel-laying 151 days after steel cutting began on April 16, 2026, several months ahead of schedule, while the second ship is being built simultaneously at Wolgast. The existing three-ship programme estimate, including the ARAA training facility, has already increased from roughly €2.1 billion to a ceiling of €3.26 billion, a €1.16 billion (55.2%) rise. The first Type 424 is scheduled for delivery in 2029 and the first three contracted ships by 2031, replacing the three Oste-class vessels (Oste, Oker, Alster) commissioned in 1988-1989. Each Type 424 will measure roughly 132 m, displace 3,500 to 4,000 tonnes and embark about 100 personnel, split between roughly 50 ship personnel and 50 intelligence specialists.

The Bundestag authorized the original programme on June 23, 2021, followed on June 24 by a contract for three ships and an Ausbildungs- und Referenzanlage Aufklärung (ARAA) for sea-based signals reconnaissance. Parliamentary approval on July 6, 2023, and a contract amendment on July 10 later increased the funding ceiling from €2.1 billion to €3.26 billion. A mechanical division of €3.26 billion by three produces €1.087 billion, but that cannot be treated as a valid unit cost because the programme includes the shore-based ARAA, development, integration and other programme expenditure. Construction began with first-ship steel cutting on November 21, 2024 and keel-laying on February 25, 2025, followed by second-ship keel-laying on November 19, 2025 and third-ship steel cutting on April 16, 2026. The third keel followed on September 14, 2026. The three contracted Type 424 ships are planned to be named Oker, Isar and Saale; no firm price or name has been established for the fourth.

The Type 424 is not a modest enlargement of the Oste-class; its hull (132 m long) is 48.5 m (58.1%) longer than the Oste-class (which measures 83.5 m), while its displacement between 3,500 and 4,000 tonnes is 9.4 to 25% above the Oste's operational displacement of 3,200 tonnes. The Bundeswehr currently lists the Oste with 48 naval personnel and up to 39 Cyber and Information Domain specialists, or as many as 87 people, meaning the Type 424 adds roughly 13 berths (14.9%), relative to that current official complement figure. Across four new ships, nominal embarked capacity would therefore reach roughly 400 personnel, a 75.4% increase, although this does not represent personnel simultaneously deployed. The Oste-class also has a beam of 14.6 m, two 3,300-kW diesels producing 6,600 kW, a maximum speed of 20 to 21 knots and a range exceeding 5,000 nautical miles. To date, the Type 424 beam, draft, propulsion output, maximum speed, range and endurance remain undisclosed, so a performance advantage in those categories cannot yet be quantified.

The Type 424 will combine communications and electronic intelligence (COMINT/ELINT) with hydroacoustic and electro-optical collection, giving each ship four identifiable intelligence functions. Firstly, its electromagnetic sensors will monitor emissions across land, air and sea, allowing collection against communications networks, radar emissions, aircraft, naval units and coastal installations from an offshore position. Secondly, the COMINT supports interception and analysis of communications, while the ELINT can characterize non-communications emitters and contribute to their identification and geolocation. Finally, hydroacoustic sensors provide an underwater collection channel, while the electro-optical equipment permits observation and identification that can be correlated with electromagnetic activity. No specific hull sonar, variable-depth sonar, flank array, towed array, or EO/IR model is established, and hydroacoustic intelligence should not be equated with a frigate-style ASW capability. The ship therefore combines several collection disciplines without a confirmed submarine engagement capability.

The Type 424 is also intended to exploit intelligence aboard ship rather than function only as a sensor carrier. Machine learning and artificial intelligence support near-real-time processing of large sensor datasets, while big-data functions contribute to information exploitation, decision support and route optimization. Automated ship-control functions monitor operating parameters and can maintain course without continuous manual intervention, reducing routine workload for the nautical crew. This automation does not produce a small complement because roughly half of the approximately 100 people aboard are intelligence personnel, giving each ship a mission team of about 50 specialists, indicating that automation is being used to increase the amount of information that can be handled compared to the Oste-class. The resulting structure combines automated acquisition and processing with human exploitation of electromagnetic, hydroacoustic and electro-optical information. Processor throughput, storage capacity, simultaneous intercept channels, data-link bandwidth, sensor ranges and AI processing performance remain unquantified.

The Type 424 remains an intelligence ship rather than a conventional surface combatant, although Germany's qNFMLG programme includes the class among intended recipients of a 30 × 173 mm automatic cannon replacing the 27 mm MLG 27. The wider procurement covers 75 firm systems plus options for another 100, providing a potential total of 175 weapons between September 1, 2026 and August 31, 2041. On the Type 424, the 30 mm weapon is logically associated with close protection and counter-UAS rather than offensive surface warfare. No VLS, surface-to-air missile, anti-ship missile, torpedo system, or medium- or large-calibre naval gun is confirmed. Radar and communications ESM and radar ECM are also associated with the programme, but the division between strategic intelligence collection and tactical self-protection remains undisclosed. KORA and ADD557-series direction-finding equipment likewise cannot be assigned as confirmed production equipment or used to establish Type 424 frequency coverage.

The Type 424 also addresses the growing mechanical burden of keeping three intelligence ships designed in the 1980s operational. The Oste and Oker entered service in 1988 and the Alster in 1989; the ships have operated beyond the Baltic and North Sea, including the Mediterranean, Black Sea, Atlantic, Caribbean and Horn of Africa. Their organization already divides responsibilities between naval personnel operating the ship and conducting hydroacoustic reconnaissance and CIR specialists handling electromagnetic-spectrum intelligence. Consequently, the Type 424 is not being designed for a geographically narrow Baltic mission, as its predecessor has already demonstrated a collection capability between northern Europe, NATO's maritime approaches and more distant crisis areas, while the Bundeswehr has also linked the new ships to intelligence support on NATO's northern flank and the protection of transatlantic reinforcement movements.

The fourth hull changes the availability mathematics of that mission more sharply than the 33.3% fleet increase implies. In a three-ship force, one vessel in major maintenance removes one-third of the fleet and leaves two; two unavailable hulls leave only one. With four ships, the same conditions leave three and two respectively, meaning the residual force is 50% larger with one ship unavailable and twice as large with two unavailable. That additional hull can therefore absorb maintenance, training or transit while preserving more ships for intelligence tasking across geographically separated areas. This matters because the Oste class has already demonstrated that Germany's maritime intelligence requirement is not confined to the Baltic. The Type 424 will retain national control of this collection function, with the Navy operating the ships and CIR specialists conducting electromagnetic reconnaissance and exploitation. The fourth hull therefore changes the programme from replacement of three aging intelligence ships into a larger rotation base for persistent, nationally controlled maritime collection.
