General Dynamics Lands $194M U.S. Navy Contract for Key Part of Nuclear-Armed Sea-Launched Cruise Missile Program.
The U.S. Navy has awarded General Dynamics Mission Systems a $194.1 million contract modification to advance the fire control subsystem for its nuclear-armed Sea-Launched Cruise Missile, according to a September 3, 2026 U.S. Department of War disclosure. The work moves SLCM-N closer to giving attack submarines a regional nuclear strike option that could expand U.S. deterrence choices beyond the existing strategic ballistic-missile submarine force.
General Dynamics will provide engineering and technical support for the SLCM-N fire control architecture through September 2028, focusing on the systems needed to control and employ the future weapon rather than missile production. Integrating this capability aboard submarines could combine nuclear deterrence with the survivability, mobility, and covert deployment advantages of undersea forces.

On September 3, 2026, the U.S. Department of War disclosed a $194.1 million contract modification placing General Dynamics Mission Systems in a key engineering role for the Navy’s Nuclear-Armed, Sea-Launched Cruise Missile Program. The award targets the SLCM-N fire control subsystem, a critical part of the architecture required to transform the emerging weapon from a development effort into an operational submarine-launched nuclear capability. Beyond its value, the contract signals accelerating work on a new sea-based regional deterrent intended to broaden U.S. nuclear options and complement the Navy’s existing strategic submarine force.
General Dynamics will provide technical and engineering support for the SLCM-N Fire Control Subsystem under a $194,139,485 cost-plus-fixed-fee modification, identified as PZ0002, to previously awarded unpriced letter contract N0003026C7000. The modification includes optional line items, with work expected to continue through September 30, 2028. The contracting structure also highlights the developmental character of the program: the award is focused on engineering and technical support rather than serial production of operational missiles. Approximately 75% of the work will take place in Pittsfield, Massachusetts, with the remaining 25% performed in Manassas, Virginia.
The fire control subsystem represents a particularly important part of the future weapon architecture because it will form part of the chain required to manage and execute missile employment from a submarine. General Dynamics brings substantial experience in this field. The company has designed, produced, installed and sustained fire control systems associated with Polaris, Poseidon, Trident I and Trident II, and remains prime integrator for the Trident II Fire Control System used by the Navy’s Ohio-class ballistic missile submarines and being introduced aboard the future Columbia-class. Earlier in 2026, General Dynamics received another contract with an initial value of $255 million to continue Trident II fire control support, with options potentially increasing that award to $740 million through 2032. SLCM-N consequently places the company at the center of another important element of the Navy’s evolving nuclear weapons architecture.
SLCM-N itself is becoming one of the most strategically significant additions to the Navy’s undersea weapons portfolio. Department of War budget documentation describes the system as an additional regional nuclear deterrent capability. The program completed its Milestone A decision in December 2025 and is currently expected to achieve a limited operational capability by fiscal 2032 followed by initial operational capability by fiscal 2034. The wider funding picture points to a substantial acceleration effort: the FY2026 Mandatory Funding Allocation Plan provides $2 billion for development, procurement and integration of the nuclear sea-launched cruise missile, including $793.6 million in Navy research, development, test and evaluation funding for system-level prototyping, launcher testing and continued integration. The $135.3 million being obligated on the General Dynamics award alone is equivalent to roughly 17% of that $793.6 million RDT&E allocation, illustrating the scale of the fire control effort within the broader program.
Submarine integration is already progressing in parallel. Strategic Systems Programs disclosed in November 2025 that Northrop Grumman Mission Systems and Pacific Engineering had received prototype agreements covering launcher and canister development for SLCM-N. The launcher subsystem is intended to integrate with a Virginia Payload Tube and connect the missile subsystem with the submarine’s shipboard systems. The Navy stated that SLCM-N is being developed for integration during the 2030s aboard Virginia-class nuclear-powered attack submarines equipped with the Virginia Payload Module, which incorporates multiple Virginia Payload Tubes. Taken together, the missile, launcher, canister and fire control activities show SLCM-N increasingly taking shape as an integrated submarine weapon system rather than an isolated missile-development project.
That distinction matters for the U.S. Navy. Ohio-class and future Columbia-class SSBNs remain central to the highly survivable sea-based leg of the U.S. nuclear triad, carrying Trident II ballistic missiles for the strategic deterrence mission. SLCM-N is being developed for a different but complementary role: providing an additional regional nuclear deterrent capability from attack submarines. If successfully fielded, the combination of an SSN host platform and a non-ballistic cruise missile could give U.S. decision-makers another type of sea-based nuclear option while allowing the SSBN force to remain focused on its strategic mission. Such a capability could also complicate an adversary’s calculations because the location and availability of deployed attack submarines are inherently difficult to assess with confidence. The precise operational concepts remain sensitive, however, and the program is still years away from its planned initial operational capability.
The program also represents the return of a nuclear-armed sea-launched cruise missile capability category that disappeared from the U.S. inventory more than a decade ago. The Navy previously operated the nuclear-armed Tomahawk Land Attack Missile, known as TLAM-N, aboard surface ships and attack submarines. Those weapons were withdrawn from deployment following the end of the Cold War and ultimately retired in 2013. SLCM-N is not simply a revival of that older system, but its development reflects renewed U.S. interest in a survivable, regionally relevant and non-ballistic sea-based nuclear option as the strategic environment becomes increasingly complex. Congressional direction has also played an important role in moving the program forward, including requirements to establish SLCM-N as a major defense acquisition program and ensure an initial operational capability no later than the end of fiscal 2034.
Strategic Systems Programs in Washington, D.C., is managing the General Dynamics award, placing SLCM-N under an organization with decades of experience overseeing the Navy’s most sensitive strategic weapons. SSP already manages the Trident strategic weapon system and its modernization while supporting the transition from the Ohio-class SSBN fleet to Columbia-class submarines. Its growing SLCM-N portfolio now encompasses launcher development, submarine interfaces and fire control engineering, reinforcing the program’s transition toward increasingly detailed system-level integration. The latest General Dynamics modification was awarded on a sole-source basis under 10 U.S. Code 3204(a)(1), while $135,303,302 in fiscal 2025 reconciliation RDT&E Navy funding will be obligated at award.
The $194 million General Dynamics award is significant not because it signals immediate deployment of a new nuclear weapon, but because it demonstrates that the Navy is assembling the engineering architecture required to eventually field one. Considerable design, integration, testing, certification and submarine modification work remains before SLCM-N can become an operational capability. If the program meets its planned milestones, however, it could provide the United States with an additional survivable and flexible regional deterrence option while broadening the strategic utility of the Navy’s attack submarine force. In an environment shaped by expanding nuclear arsenals, increasingly capable adversary forces and greater demands on U.S. extended deterrence commitments, SLCM-N could emerge as an important complement to America’s existing sea-based strategic deterrent.
