Türkiye to Transfer 70 ATACMS Missiles to Ukraine Under U.S. Authorization.


Ukraine is moving to acquire 70 M39 ATACMS ballistic missiles from Türkiye, a proposed transfer detailed in the U.S. Congressional Record on August 6, 2026. The deal could restore a sustained Ukrainian deep-strike threat against Russian logistics, command posts, air defenses, and other high-value targets up to roughly 165 km behind the front.

The transfer would give Ukraine additional ATACMS ammunition while drawing on existing Turkish stocks rather than relying solely on missiles supplied directly from U.S. inventories. Combined with a separate Turkish-origin package of 12 M270 MLRS launchers, the move could strengthen Ukraine’s ability to maintain long-range fires and force Russia to disperse or relocate critical assets deeper into its operational rear.

On 6 August 2026, the U.S. Congressional Record published a Department of State certification covering Türkiye’s proposed permanent transfer of 70 M39 ATACMS ballistic missiles to Ukraine, following formal notification to Congress on 3 August. A separate notification in the same record covers the transfer of 12 M270 MLRS launchers and associated munitions from Turkish-held inventories, positioning the ATACMS package within a broader effort to reinforce Ukraine’s long-range fire-support architecture. Yet the operational significance of the M39 transfer extends well beyond the number of missiles involved. By adding depth to an already established strike system, the package could restore Ukraine’s capacity to generate repeated deep-fire effects against Russian logistics, command infrastructure, air-defence elements and other rear-area concentrations. In this context, the decisive variable is no longer range alone, but the ability to sustain enough missile volume to force continuous adaptation across Russia’s operational rear, making ammunition depth, strike persistence and imposed dispersion increasingly central to the deep battle.

The State Department notification, RSAT case 26-11496, identifies Türkiye as the government proposing the permanent transfer and Ukraine as the recipient, with the 70 missiles moving through Turkish private entity MKE AŞ and U.S. private entities Pansophico and Patriot Defense Group. The equipment carries an original acquisition value of approximately $28 million, an accounting figure that should not be interpreted as the commercial value of the present transaction. Washington describes the proposed transfer as consistent with U.S. security-assistance objectives and states that it is intended to proceed immediately after completion of the congressional notification period. Strategically, this is more than another ammunition package: it demonstrates how a NATO ally’s legacy U.S.-origin inventory can be converted into immediately relevant Ukrainian combat power while simultaneously allowing Türkiye to redirect resources toward modernization. Such secondary-transfer mechanisms could become increasingly important as Ukraine’s requirement for sustained long-range fires competes with the need of NATO states to protect and rebuild their own inventories.

Legacy Missile, Renewed Operational Value

Technically, the M39 is the first production version of ATACMS, optimized for wide-area effects rather than the highly precise point-target engagement associated with later variants. Its maximum range is approximately 165 kilometres, or around 100 miles, and the baseline missile relies on an autonomous inertial guidance architecture using laser gyroscopes without GPS-based correction; GPS augmentation was introduced with the later Block IA configuration. The missile carries a powerful approximately 560 kg cluster warhead containing 950 M74 anti-personnel/anti-materiel fragmentation submunitions, intended to generate effects against personnel, unarmoured vehicles, exposed equipment, air-defence elements and other distributed soft targets. U.S. Army historical reports confirms that Block I used inertial guidance while the subsequent Block IA introduced GPS-aided navigation, and Army testing describes the M39 as capable of attacking targets around 100 miles away while distributing its M74 payload across an area approaching a square kilometre. Multiplied across the proposed package, 70 missiles theoretically represent 66,500 M74 submunitions. That number does not equate directly to 66,500 independently targeted effects, but it illustrates the scale of area-effect firepower contained in what remains a finite and strategically valuable missile magazine.



The central Ukrainian benefit is not the introduction of a completely new range class, but the regeneration of deep-fire capacity. The State Department explicitly states that Ukraine seeks the missiles to bolster its “offensive and defense fire support capabilities” while resisting the Russian invasion and notes that Kyiv already possesses munitions of the same or essentially similar type. This distinction matters. Offensively, additional M39s would restore an ability to impose effects well beyond the immediate line of contact against operational-support infrastructure and concentrations that are poorly suited to conventional artillery. Defensively, deep fires can disrupt the systems enabling Russian attacks before they directly influence Ukrainian frontline positions. The original U.S. Army concept for ATACMS included attacks on tactical missile sites, air-defence systems, logistics elements and command-and-control complexes in the enemy rear. For Kyiv, the strategic value of the Turkish inventory consequently lies not simply in having missiles that can reach approximately 165 km, but in possessing sufficient numbers to make the possibility of such strikes credible repeatedly rather than episodically. Because these are older M39 rounds, however, their storage history, maintenance status, recertification and remaining service life will be important variables in determining how quickly all 70 could become operationally available; the U.S. Army itself has long used inspection and service-life-extension programs to manage ageing ATACMS inventories.

Reopening the Deep-Strike Pressure on Russian Logistics

The wider battlefield implication is the reopening of a sustained deep-strike threat against Russia’s military logistics architecture. Seventy missiles do not have to destroy 70 strategically important targets to influence Russian operations. The credible availability of M39 can force Russian commanders to reconsider ammunition-storage density, vehicle and equipment concentrations, command-post locations, air-defence deployments and other exposed support infrastructure within the missile’s reach. Dispersal, relocation, camouflage, hardened protection and additional air-defence coverage can mitigate the threat, but each response imposes costs. Moving logistics farther from the front lengthens transport cycles; dispersing stocks and support assets complicates maintenance and command; reducing concentration lowers efficiency; and protecting a wider rear area consumes resources that could otherwise support frontline operations.



This is the deeper operational effect of ATACMS: displacement as well as destruction. The missile was originally developed specifically for deep attack against second-echelon forces and support infrastructure beyond conventional artillery range. Technical reach must nevertheless be distinguished from political employment authority. Depending on launcher position, a 165-km engagement radius could encompass occupied Ukrainian territory and portions of internationally recognized Russian territory, but geographical reach does not itself establish authorization for every potential target. What the missiles unquestionably create is a renewed 165-km zone of operational uncertainty around Ukrainian firing areas.

Türkiye’s Strategic Calculus: NATO Modernization and Deep-Strike Architecture

For Türkiye, the transaction fits a wider strategic and force-modernization logic. The State Department certification states that Ankara seeks to reduce its inventory of older defense articles in order to concentrate financial resources on modernization and sustainment of existing systems. That gives the proposed transfer a dual return: an ageing Turkish inventory is transformed into useful Ukrainian combat power while Türkiye gains greater freedom to prioritize newer national and allied capabilities. The timing is especially important. At the 2026 NATO Ankara Summit, Allies identified deep precision strike among the capabilities required for NATO’s future deterrence and defence posture and pledged €70 billion in military equipment, assistance and training for Ukraine in 2026.

Only a day earlier, at NATO’s Defence Industry Forum in Ankara, Türkiye joined Denmark, France, Italy, Norway and the United Kingdom in launching the Alliance’s multinational Ground-Based Precision Strike Capabilities project, intended to explore new launchers and missiles for deep precision strike. There is no public evidence that this NATO initiative is directly connected to the M39 transaction, but together they reveal a strategically coherent trend: Türkiye is simultaneously helping redistribute useful legacy firepower while positioning itself inside NATO’s emerging architecture for the next generation of long-range strike capabilities. That places Ankara increasingly at the intersection of Alliance modernization, defence-industrial expansion and Ukraine’s immediate battlefield requirements.

Türkiye’s NATO Commitment and Strategic-Tactical Leverage

The proposed ATACMS transfer highlights Türkiye’s expanding role within NATO’s support architecture for Ukraine while reinforcing Ankara’s own strategic position inside the Alliance. At the tactical and operational level, transferring Turkish-held M39 missiles would convert legacy inventory into immediately usable Ukrainian deep-fire capacity, strengthening Kyiv’s ability to pressure Russian logistics, command nodes and other rear-area assets. At the strategic level, the move demonstrates how Türkiye can contribute directly to NATO deterrence and Ukraine’s defence while simultaneously modernizing its own force structure and defence-industrial base. This combination allows Ankara to transform ageing military stocks into battlefield relevance without weakening its broader modernization priorities.

At the same time, Türkiye continues to preserve diplomatic channels with both Kyiv and Moscow, giving Ankara a degree of strategic access that complements its military contribution. This dual-track posture enables Türkiye to support Ukraine tactically, reinforce NATO operational requirements and still retain political leverage in the wider regional security environment. The proposed M39 transfer therefore carries significance beyond the missiles themselves: it illustrates how Ankara can combine battlefield support, Alliance commitments, defence-industrial modernization and diplomatic engagement within a single strategic framework. For NATO, Türkiye’s value increasingly lies in this ability to operate across both the tactical and geopolitical levels, linking immediate military effects with longer-term influence over the security architecture surrounding the war.

The proposed transfer of 70 M39 ATACMS missiles should not be measured solely by the age of the weapon or its approximately 165-kilometre range. Its immediate significance lies in restoring magazine depth to an established Ukrainian deep-fire capability and forcing Russia to reconsider how it concentrates, protects and sustains forces across its operational rear. Seventy missiles will not determine the war, but their availability can impose costs before a single round is launched by compelling greater dispersion, relocation and protection of Russian military infrastructure.

The larger strategic message extends beyond Ukraine. Türkiye is converting legacy inventory into Ukrainian combat power while creating additional space for its own modernization, reinforcing NATO’s evolving deep-strike agenda and broadening its strategic reach through new regional defence partnerships. Ankara is increasingly demonstrating that its geopolitical weight derives not from choosing between NATO, Ukraine, regional partners and Russia, but from remaining relevant to all of them simultaneously. Whether Türkiye can continue expanding those parallel roles without their strategic requirements eventually colliding may become one of the defining tests of Turkish strategic autonomy, and of Ankara’s growing influence across the security architecture surrounding the war in Ukraine.
