Latvia Chooses Czech Morana 155mm Self-Propelled Howitzers Over Sweden’s Archer.


Latvia has selected the Czech-built Morana 155mm wheeled self-propelled howitzer instead of Sweden’s Archer, the Ministry of Defence confirmed on September 17, 2026, prioritizing faster delivery and lower cost while strengthening long-range firepower on NATO’s northeastern flank. The decision gives Latvian forces a highly mobile artillery system designed to fire quickly and relocate before enemy counter-battery forces can respond.

Morana combines a NATO-standard 155mm/52-calibre gun with automated loading, fire control and weapon laying on a Tatra 8×8 chassis, delivering ranges of up to 41.5 kilometers with a three-person crew. Its rapid firing preparation, high road mobility and 45-round onboard capacity are intended to increase artillery survivability and sustained fire support for Latvian and multinational NATO forces operating in the Baltic region.

On September 17, 2026, Latvia’s Ministry of Defence announced that the government had decided two days earlier to acquire Czech-built Morana 155mm wheeled self-propelled artillery systems for the Latvian National Armed Forces. The decision represents a significant change from Riga’s previously defined pathway toward Sweden’s Archer, which had included plans for 18 systems and extensive bilateral artillery cooperation. Latvia says the Morana proposal was selected after evaluating cost, delivery timelines, operational capabilities and local-industry involvement, placing the acquisition directly within the country’s effort to accelerate deterrence and defence improvements on NATO’s northeastern flank.

Latvia began its market study for new 155mm wheeled artillery in May 2024 and ultimately continued negotiations with BAE Systems Bofors for Archer and Excalibur Army for Morana. In June 2025, Riga signed a letter of intent with Sweden envisaging a future intergovernmental agreement for 18 Archer systems, and by January 2026 the two countries were preparing a broader artillery partnership that included deployment of Swedish Archer systems in Latvia, joint training and the creation of a joint Archer 6×6 unit while Latvia awaited its own deliveries. That trajectory has now changed. According to the Defence Ministry, the financial resources required for Archer and its comparatively long delivery schedule made implementation incompatible with currently available defence resources and approved plans. Continued talks with Excalibur Army instead produced what Riga describes as an “operationally equivalent” artillery solution with more favorable price and delivery conditions, allowing the capability to be fielded significantly faster.

Morana is built around a 155mm/52-calibre gun mounted on a four-axle Tatra wheeled chassis and combines an armored crew cabin with an independently mounted artillery turret. Excalibur Army says the system is operated by a three-person crew and incorporates automatic loading, automated weapon guidance, ballistic computation, navigation, ammunition management and onboard diagnostics. The manufacturer lists a maximum firing range of 41.5 kilometers, 45 carried rounds and a road speed of up to 90 km/h. It also states that Morana can be prepared to fire within 40 seconds of stopping and can deliver up to six rounds during the first minute, while supporting Multiple Round Simultaneous Impact, or MRSI, firing. A key feature is that aiming, ammunition loading and firing can be controlled from protected crew positions inside the cabin, reducing the need for personnel to operate externally during a fire mission.

Those characteristics are particularly relevant to the type of high-intensity battlefield Latvia is preparing to confront. Counter-battery radars, reconnaissance drones and increasingly compressed sensor-to-shooter cycles have made the time between firing and displacement a critical factor for artillery survivability. Morana’s automation, rapid preparation for firing and wheeled mobility are designed to support a shoot-and-relocate concept in which batteries spend less time stationary after exposing their position. Its 600-horsepower Tatra chassis, automatic transmission, central tire-inflation system and all-wheel steering are also intended to combine high road mobility with access to more difficult terrain. These are manufacturer-stated capabilities rather than evidence of combat-proven performance, but they help explain why Latvia could regard the Czech system as operationally comparable while prioritizing earlier availability and lower acquisition burden.

The procurement carries wider importance because Latvia is no longer planning its national artillery force in isolation. In July 2024, Latvia became the first NATO country to scale the Alliance’s forward presence on its territory to brigade level, establishing NATO Multinational Brigade Latvia with Canada as framework nation. NATO says Canada planned to complete implementation of persistently deployed brigade capabilities during 2026, with as many as 2,200 Canadian troops serving in the multinational formation. Sweden and Czechia are among the Allies contributing personnel to NATO’s presence in Latvia. Against that backdrop, additional Latvian long-range indirect-fire capability strengthens the national component operating alongside an increasingly substantial multinational force and contributes to NATO’s ability to defend, reinforce and sustain its northeastern flank in a crisis.

The industrial element of the Morana selection could prove nearly as important as the platform itself. Latvia’s Defence Ministry explicitly identified local-industry participation as one of the criteria considered in the procurement and said that industrial involvement is planned as part of the contract. Riga has not yet detailed which Latvian companies will participate or whether domestic involvement will center on maintenance, components, logistics, ammunition support, assembly or other lifecycle activities. That unanswered question will be important to watch because placing sustainment capacity closer to operational units can reduce dependence on long external supply chains during a prolonged conflict. More broadly, the decision reinforces defence-industrial links between two European NATO members at a time when the Alliance is emphasizing increased production capacity, stronger logistics and faster delivery of critical capabilities.

The shift from Archer to Morana nevertheless does not signal a broader Latvian retreat from defence cooperation with Sweden. Riga explicitly described Sweden as one of its strategic defence partners after announcing the Morana decision. The two governments signed a defence cooperation roadmap in January 2026 covering land, air and maritime cooperation, Swedish participation in NATO Multinational Brigade Latvia, exercises, capability development and defence-industrial cooperation. Sweden’s military presence in Latvia includes a mechanized contribution to the NATO brigade, while Latvia continues acquiring Swedish equipment, including Saab RBS 70 NG short-range air-defence systems and Giraffe 1X surveillance radars. The geopolitical significance of the artillery decision is therefore more nuanced: Riga is replacing one planned Swedish procurement with a Czech system it considers faster and more affordable to field, while simultaneously maintaining Sweden as a central security partner in the Baltic region.

Latvia’s choice of Morana illustrates how urgency is reshaping defence procurement on NATO’s eastern flank. The decision is not presented by Riga as evidence that Morana is technically superior to Archer; instead, the government says the Czech proposal provides an operationally equivalent capability under more favorable price and delivery conditions, with domestic industrial participation incorporated into the arrangement. That calculation carries particular weight because Latvia is building its artillery capability alongside a brigade-level NATO presence and under growing pressure to turn defence spending into deployable combat power quickly. Major details nevertheless remain undisclosed: the September 17 announcement did not specify the number of Morana systems to be ordered, the contract value, the precise delivery timetable or the scale of Latvian industrial participation. With the abandoned Archer pathway having envisaged 18 systems, those figures will determine whether Latvia’s switch to Morana merely accelerates the original artillery requirement or ultimately changes the scale and structure of its future indirect-fire force.
