The apparent airburst fragmentation pattern, combined with the PHL-191’s modular launcher architecture, indicates a system capable of switching between guided rockets and longer-range strike munitions to match different operational missions. While China has not disclosed the rocket type or technical specifications, the demonstration underscores a broader trend toward networked long-range precision fires that enhance battlefield suppression, complicate enemy maneuver, and strengthen deep-shaping operations in future high-intensity conflicts.

Published by China Military Online and carried by the Ministry of National Defense of the People’s Republic of China under the title “PHL-191 MLRS in Live-Fire Strike Training,” the footage shows a salvo followed by concentrated detonations across the designated target area. The most significant sequence appears to show munitions functioning above or immediately over the surface, spreading fragmentation across a broad footprint rather than relying only on point-impact effects. China did not disclose the rocket designation, fuze, warhead, firing distance or measured accuracy, but the visible effects offer a notable indication of growing PLA Army attention to long-range battlefield suppression.
The PHL-191 is a wheeled, modular rocket-artillery system designed to accommodate different launcher modules depending on the mission profile and ammunition selected. Its designation varies across public sources: the U.S. Army’s ODIN database places it within the PHL-16/PCL-191 family and identifies a 370mm variant, while the 2025 U.S. defense assessment refers to the modular PHL-16/PCH-191/AR-3 family as part of the PLA Army’s modern fire-support inventory. A frame-by-frame comparison of the launcher seen in the July 19 footage with Type 191 systems displayed during Chinese military parades indicates that the vehicle was likely fitted with the 370mm rocket configuration. The visible launcher layout appears to consist of two four-round modules, matching the eight-canister arrangement previously associated with the 370mm loadout, rather than the two five-round modules linked to smaller 300mm rockets or the single-cell modules used for larger tactical missiles.
The eight-round configuration was displayed during China’s 2019 National Day parade, while two variants of the Type 191 modular system were subsequently presented during the September 2025 V-Day parade. This visual identification remains an informed assessment rather than official confirmation, as the camera angles, launcher covers and limited duration of the released footage prevent a definitive measurement of the canisters or rocket bodies. If the assessment is accurate, the footage may represent a rare public demonstration of the PHL-191 employing a 370mm-class airburst-capable fragmentation munition during operationally oriented live-fire training. This modular architecture may allow a battery to alternate between guided rockets for area or point targets and larger tactical missiles for deeper, more heavily protected or higher-value objectives. The July 19 release does not formally identify which member of that ammunition family was fired, making the demonstrated target effect and apparent launcher configuration more reliable evidence than any unannounced range, accuracy or warhead-performance figure.
The video’s operational importance lies in the apparent combination of concentrated delivery and repeatable airburst effects. Several explosions appear at broadly consistent heights and positions over the target zone, a pattern compatible with a fragmentation warhead intended to distribute lethal or damaging effects across exposed personnel, lightly protected vehicles, radar equipment and other dispersed assets. An optimized airburst can reduce terrain masking and avoid losing part of the explosive effect to crater formation, but it is not automatically superior against every target. Hardened shelters, deeply buried command facilities and heavily armored vehicles would normally require different warheads or direct-impact effects. The footage also cannot reveal whether the burst point was produced by a programmable time fuze, proximity sensor or another mechanism, nor can it establish the system’s circular error probable.
At launcher level, the PHL-191 combines the road mobility and rapid shoot-and-scoot characteristics associated with the M142 HIMARS with a two-pod modular launcher configuration closer to the M270A2 in ready-to-fire capacity, although it should not be considered a direct equivalent to either system. Public assessments indicate that the Chinese platform can employ 300mm and 370mm guided rockets with reported ranges of approximately 150 kilometres and up to 280–350 kilometres respectively, while a 750mm tactical-missile configuration is widely assessed to extend its reach to around 480–500 kilometres. By comparison, HIMARS and M270 launchers can fire the M30A1 GMLRS Alternative Warhead, including rounds supplied to Ukraine, which produces wide-area effects by dispersing preformed tungsten fragments without using conventional explosive submunitions. The Extended-Range GMLRS family is designed to reach about 150 kilometres, while the Precision Strike Missile provides a separate deep-strike capability beyond 400 kilometres. The July 19 Chinese footage appears to show a comparable area-suppression effect, but the absence of independently verified data on the munition’s range, guidance, fragmentation pattern and operational status means that any direct technical comparison or performance ranking remains premature.
The footage suggests a stronger focus on suppression as a mission in its own right. Fragmentation airburst munitions could be used to disrupt enemy maneuver, neutralize dispersed formations, damage exposed components of air-defense batteries and restrict movement through assembly areas or tactical corridors. Against an air-defense position, successful suppression may not require destruction of every launcher: damage to a radar antenna, communications vehicle, generator or exposed crew could produce a temporary mission kill and create a window for follow-on aviation, missiles or other fires. Similar effects could be used before mechanized assaults to force defenders under cover, slow displacement and complicate reinforcement. This is consistent with deep shaping operations, in which reconnaissance and long-range fires are used to influence the close battle before maneuver formations enter decisive contact.
The greater strategic implication is the possible integration of scalable warhead effects into a wider sensor-to-shooter network. A modular launcher can only exploit its ammunition range when supported by target-quality intelligence, resilient communications, fire-direction systems, unmanned aircraft or other sensors, post-strike assessment and a logistics chain able to reload and relocate batteries. The PHL-191’s size and launch signature could also expose it to counter-battery radars, airborne surveillance, electronic intelligence and precision attack after firing. Its battlefield value would consequently depend as much on shoot-and-scoot procedures, emissions control, concealment, decoys and ammunition stocks as on nominal range. The released footage shows the terminal effect at the target, but not the reconnaissance, command-and-control and sustainment architecture behind the engagement.
Although the exercise did not explicitly reference Taiwan, the demonstration is relevant to cross-Strait capability assessments because it illustrates the type of long-range area effect that could be incorporated into a wider joint-fire campaign. The U.S. Department of War identifies the Eastern Theater Command as responsible for operations in the East China Sea and against Taiwan, noting that much of China’s conventional missile firepower is based within the command or could be allocated to it under Central Military Commission direction. The same assessment separately confirms PLA fielding of the modular PHL-16/PCH-191/AR-3 launcher family. Viewed together, these points suggest that PHL-191-type systems could contribute to campaign-level shaping in a hypothetical contingency by suppressing dispersed military formations, artillery deployment areas, command-and-control nodes and exposed elements of air-defense networks. Apparent airburst fragmentation would be especially relevant against targets spread across a wide area, potentially forcing units to disperse, interrupt movement or remain under cover while other strike assets engage more heavily protected objectives. The system’s operational influence would still depend on timely intelligence, resilient communications, accurate target coordinates and post-strike assessment, none of which is shown in the released footage. There is also no evidence that the July 19 firing involved an Eastern Theater Command unit or rehearsed a Taiwan-specific mission, making any such connection a cautious operational inference rather than a fact announced by China.
The “Steel Rain” footage is best read as a demonstration of effects rather than a complete disclosure of specifications. It shows the PLA Army publicly emphasizing concentrated long-range fires and apparent airburst fragmentation suited to suppressing dispersed battlefield targets, while the PHL-191’s modular design may permit rapid transition to heavier tactical-missile missions against hardened positions. The system’s real combat significance will depend on the speed and resilience of the network that finds targets, assigns the correct munition and keeps launchers supplied under counterfire. Even without confirmed range, fuze or accuracy data, the footage sends a clear military signal: China is refining long-range rocket artillery not only to strike deep, but to shape how opposing forces move, deploy and survive before the main battle begins.
