The Harpoon Coastal Defense System (HCDS) is a U.S.-developed, road-mobile ground-based anti-ship missile system designed to provide a land-based over-the-horizon strike capability against hostile surface vessels operating in littoral waters, coastal approaches, and strategic maritime corridors.

Description

The Harpoon Coastal Defense System is a mobile land-based naval anti-ship missile system in the United States around the established A/U/RGM-84 Harpoon weapon family. The Harpoon was originally developed as an all-weather, over-the-horizon anti-ship missile and has been adapted for launch from aircraft, surface ships, submarines, and shore-based systems. Its basic combat architecture combines autonomous midcourse navigation, active-radar terminal homing, a low-level sea-skimming flight profile, and a penetration high-explosive blast warhead intended for engagement of surface vessels. The principal industrial manufacturer and integrator of the Harpoon weapon family is The Boeing Company, while the contemporary HCDS developmental effort is managed under the U.S. Department of the Navy's precision-strike weapons organization.

The modern HCDS adapts this established missile technology to a self-propelled coastal-launch configuration. Instead of relying on fixed launch installations, the system places its missile canisters and launch equipment on a heavy road-mobile vehicle, allowing firing elements to disperse across coastal road networks, occupy temporary firing areas, launch against maritime targets, and subsequently relocate. This configuration is particularly suited to sea-denial operations in littoral environments where survivability depends on mobility, concealment, and avoidance of predictable permanent launch locations.

A related modernization effort is the Harpoon Block II Update (HIIU) Obsolescence Update, which addresses aging components and supports continued production and operation of the Harpoon family. In January 2026, the final planned flight event in the three-test HIIU series demonstrated a coastal-target-suppression mission, while earlier tests evaluated guidance and aerodynamic performance and the engagement of a moving maritime surface target. The HIIU effort should be regarded as a Harpoon-family modernization program; publicly released information does not establish that the missile used during the subsequent HCDS DT-1 firing was specifically an HIIU-configured round.

The complete HCDS reached an important developmental milestone at Point Mugu Sea Range, California, in July 2026, when it conducted Developmental Test 1 (DT-1). The event culminated two days of integrated testing involving the Precision Strike Weapons program office, Naval Air Weapons Station technical personnel, range personnel, and Boeing. During DT-1, a Harpoon missile successfully launched from land and engaged a target vessel operating in near-shore and littoral waters. At the end of August 2026, the U.S. Navy publicly announced the successful test, describing HCDS as a robust land-based anti-ship capability intended to protect vital coastal assets and strategic waterways and to demonstrate combat readiness through live-fire, tracking, and at-sea test events.

Accordingly, the most accurate current characterization of HCDS is a U.S.-managed developmental and qualification-stage land-based anti-ship system. Publicly released information confirms the land-launch architecture and successful DT-1 engagement, but does not yet disclose the complete operational battery structure, exact launcher-truck designation, dedicated radar type, command-post vehicle designation, or the precise Harpoon missile block used during DT-1.

Harpoon Coastal Defense System variants:

No separately designated Harpoon Coastal Defense System variants have been publicly identified. HCDS currently represents a land-based configuration of the wider Harpoon weapon family rather than a series of formally named coastal-system variants. Harpoon Block II and the Harpoon Block II Update/HIIU are missile-level configurations and modernization programs and should not be presented as separate HCDS variants. The precise missile block employed by the July 2026 DT-1 HCDS configuration has not been publicly identified.

Official imagery shows four axles, a heavy forward cab, and a large rear-mounted launcher carrying four cylindrical Harpoon missile canisters on an elevating support structure. The launcher incorporates the canister-support frame, elevation and positioning mechanism, electrical connections, launch-sequencing interfaces, and associated missile-support equipment required to prepare and fire the weapon. For land-based firing, the missile uses a solid-propellant booster to accelerate clear of the launcher before transitioning to its cruise propulsion system.
