The Giuseppe Garibaldi (C 551) is a light aircraft carrier originally developed for the Italian Navy (Marina Militare) as a compact aviation cruiser capable of supporting anti-submarine helicopters and, following changes to Italian naval aviation legislation, fixed-wing STOVL combat aircraft. Built in Italy and commissioned in 1985, the ship combines a full-length flight deck, forward ski-jump, enclosed aircraft hangar, high-output gas-turbine propulsion and an unusually substantial defensive weapons suite for a carrier of its displacement.

Description
The Giuseppe Garibaldi, pennant number C 551, is an Italian light aircraft carrier originally classified by the Marina Militare as an incrociatore portaeromobili, or aircraft-carrying cruiser. The vessel was designed and constructed in Italy at Cantieri Navali, Monfalcone, within the Italian naval shipbuilding sector subsequently consolidated under Fincantieri, and was named after Giuseppe Garibaldi, the nineteenth-century military and political leader closely associated with the unification of Italy. Although conventionally described as a light aircraft carrier, the ship emerged from a distinctive Cold War requirement shaped by anti-submarine warfare priorities and by the legal restrictions that initially prevented the Italian Navy from independently operating fixed-wing combat aircraft. Its original doctrinal purpose consequently emphasized embarked anti-submarine helicopters, protection of naval formations and fleet-command duties rather than conventional carrier strike operations.
Development of Giuseppe Garibaldi emerged during the 1970s as the Marina Militare sought a dedicated naval aviation platform capable of providing persistent airborne support to Italian surface groups in the Mediterranean. The programme produced a vessel that occupied an unusual position between the traditional anti-submarine cruiser and the emerging light aircraft carrier. The keel was laid on 20 February 1978, the ship was launched at Monfalcone on 4 June 1983, and it entered Italian Navy service in 1985. From the beginning, the programme reflected an intention to create a highly versatile capital ship capable of adapting to broader aviation requirements should Italian legislation and naval doctrine subsequently permit them.
A decisive change in the carrier's operational identity followed the amendment of Italian legislation in 1989, which permitted the Marina Militare to acquire and operate fixed-wing combat aircraft. Italy subsequently introduced the AV-8B Harrier II and later the improved AV-8B Plus, converting Giuseppe Garibaldi from a predominantly helicopter-oriented aviation cruiser into a genuine STOVL aircraft carrier. This transition gave the Italian fleet an organic fixed-wing naval aviation capability and allowed the ship to undertake air-defence, strike, reconnaissance and close-support tasks without dependence upon shore-based runways.
The carrier accumulated substantial expeditionary experience during its Italian service. During the 1990s it supported operations associated with Somalia, after which it operated in the Adriatic during the Kosovo conflict of 1999, where embarked Italian Navy Harriers conducted operational missions. Following the terrorist attacks of September 2001, the vessel deployed as part of Italy's contribution to Operation Enduring Freedom, supporting operations connected with Afghanistan and demonstrating the ability of the Italian Navy to sustain carrier aviation well beyond the Mediterranean. The ship was later employed during the 2006 Lebanon crisis and again during the 2011 military intervention in Libya, participating in multinational naval and air operations. In the final portion of its Italian career, its employment shifted progressively toward helicopter operations, maritime-security missions, expeditionary command duties and support of amphibious forces.
The introduction of the larger Cavour (C 550) progressively displaced Giuseppe Garibaldi as Italy's principal fixed-wing aviation ship, while the arrival of the Trieste (L 9890) landing helicopter dock provided the Marina Militare with a newer platform for amphibious aviation and command functions. The older carrier was consequently placed in reserve in October 2024, closing almost four decades of active Italian Navy service. Rather than proceeding directly toward scrapping, however, the vessel attracted Indonesian interest as a comparatively economical route toward acquiring large-deck naval aviation experience.
During 2025, Fincantieri presented Indonesia with a proposal to transform the former Italian carrier into a platform primarily oriented toward helicopter and unmanned aerial vehicle operations. The proposal focused on extending the ship's useful life and adapting it to the Indonesian Navy's prospective operating requirements rather than attempting to recreate the former Italian Harrier carrier concept. The project subsequently developed into a government-to-government transfer arrangement between Italy and Indonesia.
By 24 August 2026, the transfer had advanced into its physical implementation phase, with the former carrier departing Italy for Jakarta. During the transit the ship continued to use the name ITS Giuseppe Garibaldi and remained under the Italian flag, while Indonesian authorities stated that the change of flag and designation would occur after completion of the formal handover process. The vessel is intended to enter service with the Indonesian Navy (TNI AL) as KRI Gajah Mada. Indonesia's Ministry of Defence stated on 27 August 2026 that the ship would first berth in Jakarta, where official grant-transfer documentation would be signed.
Modernization has been a recurring element of the carrier's service history. Italian refit programmes extended the vessel's operational relevance as its role evolved from a Cold War aviation cruiser toward a more specialized carrier, fleet-command and expeditionary-support ship. Following its transfer, the Indonesian phase is expected to involve a broader regeneration effort intended to provide a viable second service life. Fincantieri's proposal emphasizes adaptation for helicopter and UAV operations, while Indonesian authorities have also associated the programme with industrial cooperation and the development of domestic maritime defence capabilities. The definitive Indonesian configuration remains dependent upon the scope of the refurbishment and the operational concept ultimately adopted by the TNI AL.

The Giuseppe Garibaldi aircraft carrier is based on a compact carrier hull measuring 180.2 m overall, with a beam of approximately 23.4 m at the waterline, approximately 30.4 m across the flight deck, a draft of 6.7 m and an official full-load displacement of approximately 13,850 tonnes. The continuous flight deck extends approximately 173.8 m and occupies almost the entire upper surface of the hull, while a compact island positioned to starboard accommodates the navigation bridge, flight-control spaces, sensor installations and exhaust arrangements without excessively reducing usable aviation area. The bow incorporates a pronounced ski-jump designed to improve STOVL aircraft departure performance by directing the aircraft upward as it leaves the deck, providing additional time to accelerate and develop aerodynamic lift. Unlike CATOBAR carriers, the vessel has neither catapults nor conventional arresting wires, making fixed-wing operations dependent upon short take-off and vertical landing aircraft. Hull subdivision, duplicated services and distributed machinery arrangements contribute to resistance against flooding, fire and localized damage, giving the vessel a survivability standard closer to a purpose-designed combatant than to a commercial-derived aviation platform.

Engine and Propulsion Capabilities
The Giuseppe Garibaldi aircraft carrier is powered by a COGAG – Combined Gas And Gas – propulsion installation comprising four FIAT/General Electric LM2500 marine gas turbines producing a combined output of approximately 60,400 kW, or about 81,000 horsepower, with power transmitted through two Tosi reversing reduction gearboxes to two shafts fitted with fixed-pitch propellers. The LM2500 installation gives the relatively compact carrier a high power-to-displacement ratio and allows a maximum speed of approximately 30 knots, an important characteristic for both tactical repositioning and flight operations. Different turbine combinations can be used to match propulsion demand, allowing reduced machinery operation during economical cruising while the full installation can be brought online when maximum power is required. High ship speed is particularly advantageous during STOVL operations because sailing into the prevailing wind increases airflow across the flight deck and improves aircraft launch margins. The carrier has an official endurance of approximately 7,000 nautical miles, providing sufficient operational reach for prolonged Mediterranean deployments and extended out-of-area missions. Flight Capabilities
The Giuseppe Garibaldi aircraft carrier is configured around an embarked aviation component of approximately 18–20 aircraft, with the precise air-group composition varying according to fighter, anti-submarine, transport, amphibious-support or maritime-security requirements. Its principal fixed-wing combat aircraft during Italian service was the AV-8B Harrier II, including the improved AV-8B Plus, whose vertical/short take-off and landing characteristics allowed fixed-wing carrier operations without catapults or arresting gear. The AV-8B Plus incorporated the AN/APG-65 multimode radar, providing substantially improved air-search, interception and all-weather combat capability compared with earlier Harrier configurations. Rotary-wing types associated with the carrier included the EH101/AW101, SH90A/NH90, Agusta-Bell AB212 and earlier SH-3D Sea King, supporting anti-submarine warfare, maritime surveillance, utility transport, search and rescue and command-support duties. Onboard Equipment
The Giuseppe Garibaldi aircraft carrier is fitted in its Italian configuration with an extensive sensor, combat-direction and electronic-warfare architecture designed to support air surveillance, surface detection, aviation control, anti-submarine operations and self-defence. Historical sensor fits included the Hughes AN/SPS-52C three-dimensional air-search radar, Italian MM/SPS-768 RAN-3L and SPS-774/RAN-10S surveillance radars, the SPS-702 surface-search radar and SPN-series navigation and aircraft-control equipment. Dedicated weapon-control radars included RTN-30X directors associated with the Albatros/Aspide missile system and RTN-20X-family fire-control equipment connected with the Breda 40 mm gun installations. Tactical information from the ship's sensors was integrated through a SADOC-series combat-direction system, allowing the carrier to establish a consolidated tactical picture and operate as a command node within Italian, NATO and multinational formations. The original underwater detection fit included a Raytheon DE 1160 hull-mounted sonar, reflecting the vessel's strong anti-submarine orientation during its early career. Armament
The Giuseppe Garibaldi aircraft carrier is armed in its late Italian configuration with a self-defence weapons suite derived from its original conception as an aircraft-carrying cruiser. Air defence was centered upon the Albatros naval surface-to-air missile system employing Aspide missiles, with the official late-service Italian Navy specification listing one eight-cell Albatros launcher. Close-range defence was provided by three DARDO weapon systems, each employing a twin Breda 40 mm/70-calibre gun mounting under radar-directed fire control. The comparatively heavy 40 mm projectiles provide greater destructive effect per hit than smaller-calibre CIWS ammunition and were intended for engagement of aircraft, anti-ship missiles and fast surface targets. In its earlier configuration, the carrier additionally carried Otomat/Teseo anti-ship missiles, giving it an organic over-the-horizon anti-surface warfare capability unusual among aviation ships, together with 324 mm lightweight torpedo tubes associated with its original anti-submarine role. The Otomat installation was later removed as Italian doctrine increasingly treated the carrier as the aviation center of an escorted naval task group rather than as an independently armed surface-strike combatant. The definitive Indonesian weapons fit has not yet been publicly finalized, and future refurbishment may result in the replacement or removal of ageing Italian systems in favor of weapons, combat-management equipment and countermeasures compatible with Indonesian Navy logistics and operational doctrine.
