U.S. Navy Expands Air Defense Against Ballistic Missile Threats with Raytheon SM-3 Block IIA Contract.
U.S. Navy ballistic missile defense capacity is set to expand after Raytheon, an RTX business, received a $745 million Missile Defense Agency contract to produce and sustain Standard Missile-3 Block IIA ship-based surface-to-air missiles. Announced on August 10, 2026, the award will increase stocks of long-range interceptors for Aegis-equipped warships, strengthening protection of carrier groups, forward bases, Guam and allied territory against short-, medium- and intermediate-range ballistic missile attacks.
Production will take place at Raytheon facilities in Tucson, Arizona, and Huntsville, Alabama, where RTX has invested in expanding Standard Missile output. For the U.S. Navy, the added interceptor depth can support more Aegis destroyers with credible ballistic missile defense loads while improving the ability to replenish magazines after training, testing, or combat expenditure.

The SM-3 Block IIA represents a major capability increase over earlier SM-3 versions. Compared with the SM-3 Block IA and Block IB, the Block IIA uses larger 21-inch rocket motors through more of the missile body, providing substantially greater acceleration, reach and defended-area coverage. This allows an Aegis warship to engage ballistic missile threats from farther away and gives commanders more flexibility in positioning destroyers relative to the expected threat axis.
The Block IIA also carries a larger and more capable kinetic kill vehicle than its predecessors. Instead of using an explosive warhead, the interceptor destroys its target through direct impact outside the atmosphere, but the improved kill vehicle provides greater maneuverability, target acquisition capability, and engagement performance against faster and longer-range ballistic missile threats.
These improvements expand the SM-3 mission beyond the regional coverage offered by earlier variants. The Block IA and Block IB were developed primarily for short- and medium-range ballistic missile defense, while the Block IIA was designed to provide stronger protection against intermediate-range ballistic missiles and to defend a much larger geographic area from a single launch position.
For U.S. Navy operations, that difference is significant. A destroyer armed with SM-3 Block IIA interceptors can potentially defend a larger area than one relying on earlier SM-3 versions, reducing the number of ships required to cover certain approaches and allowing Aegis ballistic missile defense forces to protect multiple high-value assets from more favorable positions.
The missile’s greater reach is especially important in the Indo-Pacific, where U.S. forces operate across enormous distances and where China fields a broad inventory of ballistic missiles capable of threatening bases, ports, airfields and naval forces. A longer-range interceptor gives commanders more opportunities to engage a threat before it reaches critical locations such as Guam or allied territory.
Guam is a key example of the missile’s operational relevance. The island is central to U.S. military operations in the western Pacific and hosts major air, naval, logistics and command infrastructure. The Pentagon is developing a layered, 360-degree integrated air and missile defense architecture there to counter increasingly sophisticated ballistic, cruise and other missile threats.
The SM-3 Block IIA has already demonstrated its role in that architecture. In December 2024, the Aegis Guam System combined an AN/TPY-6 radar, a Vertical Launching System and an SM-3 Block IIA to intercept a medium-range ballistic missile target off Andersen Air Force Base.
That test was important because it showed that the same interceptor used aboard Aegis warships can also contribute to a land-based defense network protecting a fixed strategic hub. For the U.S. Navy, this creates a common missile family that can support both mobile sea-based defense and fixed protection of critical locations such as Guam.
The Block IIA has also demonstrated a capability beyond the mission originally assigned to the SM-3 family. In November 2020, USS John Finn successfully launched an SM-3 Block IIA against an ICBM-representative target and destroyed it during a Missile Defense Agency test.
The missile remains primarily a regional ballistic missile defense interceptor and is not a replacement for the Ground-based Midcourse Defense system used for U.S. homeland defense. However, the test showed that under suitable engagement conditions an Aegis destroyer armed with SM-3 Block IIA can provide an additional interception opportunity against an ICBM-class target.
This gives the Block IIA an operational advantage that earlier SM-3 variants did not demonstrate at the same level. Its larger propulsion system, greater reach, and improved kinetic kill vehicle extend the engagement envelope and make the missile relevant against a broader set of ballistic missile trajectories.
For the U.S. Navy, the issue now is increasingly one of quantity rather than basic capability. Aegis-equipped Arleigh Burke-class destroyers carry their missiles in Mk 41 Vertical Launching System cells, but those cells must also accommodate other weapons needed for fleet operations.
A destroyer configured for ballistic missile defense may also require SM-2 or SM-6 missiles for air and cruise missile defense, Tomahawk cruise missiles for strike missions, and anti-submarine weapons. Every SM-3 Block IIA therefore occupies magazine space that could otherwise be assigned to another mission.
This makes deeper shore-based stocks critical. Larger inventories give the Navy greater freedom to distribute SM-3 Block IIA interceptors across more Aegis destroyers, maintain reserve stocks for follow-on operations and replenish ships after missiles have been fired.
The requirement becomes particularly important during sustained missile attacks. Ballistic missile defense may require more than one interceptor against a single incoming threat depending on engagement doctrine, target characteristics and the importance of the defended asset.
A coordinated salvo can therefore consume defensive missiles rapidly even when the Aegis system performs successfully. In a high-intensity conflict, the limiting factor may not be whether the SM-3 Block IIA can defeat an incoming missile, but how many interceptors remain available after several waves of attacks.
This is one reason the $745 million Raytheon award has greater significance than a normal production contract. It contributes directly to the Navy’s ability to sustain ballistic missile defense operations over time rather than relying on a relatively small number of highly capable interceptors.
China makes this requirement especially important in the Indo-Pacific. U.S. defense planning increasingly has to account for the possibility that ballistic missiles could be used in repeated salvos against Guam, Japanese bases, naval forces and logistics infrastructure in an effort to overwhelm defenses and reduce U.S. operational tempo.
Russia presents a similar stockpile challenge in Europe and for strategic missile defense. The continued importance of ballistic and long-range missiles in modern warfare has reinforced the Pentagon’s emphasis on having sufficient interceptor inventories and industrial capacity to replace weapons faster.
The U.S.-Japanese character of the SM-3 Block IIA program also increases its strategic value. Japan cooperatively developed the missile with the United States and operates Aegis ballistic missile defense-equipped destroyers, creating a common interceptor architecture across two of the most important naval forces in the western Pacific.
This interoperability means expanded Block IIA production can support a broader allied defensive network rather than only U.S. Navy requirements. Compatible Aegis combat systems, sensors and interceptors allow American and Japanese ships to contribute to overlapping missile-defense coverage across strategically important areas.
Army Recognition previously reported on the SM-3 Block IIA entering full-rate production, an important milestone because the missile’s operational value increasingly depends on how many rounds can be delivered rather than whether the design itself is mature.
Raytheon has also invested in expanding manufacturing capacity. RTX recently spent $115 million to enlarge its Alabama missile integration facility, increasing integration and delivery capacity by more than 50 percent.
That additional capacity is directly relevant to naval readiness. Faster production means more interceptors can enter U.S. and allied inventories, reducing the time required to rebuild stocks and supporting a larger number of deployed Aegis ballistic missile defense missions.
The exact number of missiles covered by the latest $745 million contract has not been publicly disclosed, and the value should not be converted into an assumed unit quantity because the award includes sustainment as well as production. The important operational effect is that the contract supports a larger and more sustainable pool of Block IIA interceptors.
For the U.S. Navy, the SM-3 Block IIA therefore offers three major improvements over earlier SM-3 variants: greater engagement range, a larger defended area and stronger performance against higher-end ballistic missile threats. Those capabilities allow Aegis destroyers to protect more territory from more flexible positions and provide additional interception opportunities against increasingly demanding missile trajectories.
The $745 million order strengthens that capability by addressing the second half of the missile-defense equation: inventory depth. A highly capable interceptor has limited value if too few rounds are available to sustain repeated engagements.
By expanding SM-3 Block IIA stocks, the Pentagon is improving the ability of U.S. Navy Aegis forces to remain on station, defend Guam and allied territory, support distributed operations across the Indo-Pacific and continue intercepting ballistic missiles beyond the opening phase of a major conflict.
