U.S. Coast Guard Deploys Cutter to Shadow 2 Chinese Research Vessels Near Alaska Amid Arctic Competition.
The U.S. Coast Guard deployed the Legend-class cutter USCGC Munro to monitor the Chinese research icebreaker Xue Long after it entered the U.S. exclusive economic zone and crossed the extended continental shelf in the Bering Sea, the service announced on July 17, as Washington intensified oversight of foreign activity in strategically sensitive Arctic waters. The operation underscores growing concern that civilian research missions could support broader intelligence collection or future military operations in a region becoming increasingly contested.
Munro also tracked the Xue Long 2 as both Chinese icebreakers headed toward the Arctic, maintaining surveillance to determine whether their transit remained lawful navigation or evolved into marine scientific research requiring U.S. authorization. The mission reflects a broader effort to strengthen maritime domain awareness and protect sovereign rights over critical seabed resources as strategic competition expands across the Arctic.

The two Chinese ships have different icebreaking and research characteristics. Xue Long is 167 meters long, displaces 21,025 tonnes fully loaded, reaches 17.9 knots, carries up to 120 personnel, and has a stated range of 20,000 nautical miles. It can continuously break approximately 1.2 meters of ice at 1.5 knots. Xue Long 2 is shorter at 122.5 meters and displaces 14,300 tonnes, but its Polar Class 3 hull and two 7.5-megawatt azimuthing propulsion pods provide more controlled movement in ice. It can break 1.5 meters of ice covered by 20 centimeters of snow at two to three knots, moving either ahead or astern. Bidirectional icebreaking reduces the need to turn in confined ice channels and permits the stern to work through pressure ridges that may stop a conventionally shaped bow. Neither vessel is publicly listed as carrying naval armament.
Their security relevance comes from the research equipment rather than weapons. Xue Long 2 is fitted with deep- and medium-water multibeam echo sounders, a sub-bottom profiler, an underwater omnidirectional sonar, an underwater navigation system, and a sounder rated to 10,000 meters. A 3.2-by-3.2-meter moon pool permits instruments to be lowered through the hull when ice or sea conditions make deployment over the side difficult. The ship also has a 30-ton stern A-frame, equipment for recovering sediment cores up to 22 meters long, more than 580 square meters of laboratory space, and cranes capable of handling containerized laboratories or autonomous systems. These instruments can generate bathymetric grids, sediment profiles, current measurements, temperature and salinity data, and local acoustic conditions. The same datasets used for geology and climate research can support submarine navigation, sonar-range prediction, seabed-sensor placement, and under-ice unmanned underwater vehicle operations. That dual utility warrants monitoring, but it does not by itself demonstrate that either ship was conducting intelligence collection in U.S.-controlled resource zones.
Munro’s armament is designed for maritime security and self-defense, not for routine enforcement against research ships. The 127.4-meter cutter carries one Mk 110 57 mm automatic gun with 120 ready rounds, a firing rate of 220 rounds per minute, and a maximum range greater than nine nautical miles. The mounting can elevate from minus 10 to plus 77 degrees, allowing engagement of surface craft and some airborne targets. A stern-mounted Phalanx close-in weapon system combines radar, electro-optical tracking, and a 20 mm Gatling gun for defense against missiles, aircraft, and fast boats. Munro also carries four M2 .50-caliber machine guns, two M240B 7.62 mm machine guns, Mk 36 chaff launchers, and two Mk 53 Nulka decoy systems; Nulka launches an active electronic decoy that presents a ship-like radar signature to divert an incoming anti-ship missile. The cutter’s practical value in this operation is its 12,000-nautical-mile range, 60-to-90-day patrol cycle, aviation facilities, interceptor boats, AN/SPS-75 air-search radar, AN/SPS-79 surface-search radar and AN/SLQ-32 electronic-warfare suite.
China has several reasons to send these ships north, and not all are military. The Bering Strait is the only maritime connection between the Pacific and Arctic oceans, so Chinese vessels sailing from domestic ports toward the Chukchi Sea or Northern Sea Route must pass close to Alaska. Repeated expeditions train crews in ice navigation, test propulsion and communications, refine ice and weather models, and establish operating procedures for helicopters, autonomous underwater vehicles, and scientific teams. The Pentagon’s 2024 Arctic Strategy stated that China had completed 13 Arctic expeditions and had used its icebreakers to test unmanned underwater vehicles and polar-capable fixed-wing aircraft. For Beijing, each voyage reduces the technical uncertainty associated with future shipping, resource surveys, and sustained government activity in a region where China has no sovereign territory.
What is at stake is not ownership of the Arctic Ocean, but the ability to observe activity, enforce resource rights, and maintain continuous presence across a remote northern approach. The U.S. extended continental shelf includes seabed beyond 200 nautical miles where Washington claims rights over minerals and other non-living resources; the State Department formally published the outer limits in December 2023. The region also contains fisheries, prospective hydrocarbon deposits, submarine operating areas, and the Bering Strait chokepoint. A 2008 U.S. Geological Survey assessment estimated that the Arctic could contain 13 percent of the world’s undiscovered conventional oil and 30 percent of its undiscovered conventional natural gas, with about 84 percent offshore, although those figures describe geological potential rather than commercially recoverable reserves. Munro can maintain surveillance in open water but cannot follow Xue Long 2 into heavy ice, which places greater importance on the U.S. icebreaking fleet. The operational issue is therefore persistence: China is accumulating polar experience annually, while the United States must field enough ice-capable ships, aircraft, and sensors to verify what foreign vessels are doing rather than infer their activity after they have departed.
