Canada Extends Victoria-Class Submarine Support Contract to Avoid Capability Gap.
Canada has extended the Victoria In-Service Support Contract for six years, allowing Babcock Canada to continue sustaining the Royal Canadian Navy's Victoria-class submarines. The move preserves critical submarine maintenance expertise as Canada prepares to acquire a new generation of conventionally powered submarines.
The contract extension maintains the industrial and technical framework that supports the Royal Canadian Navy's four Victoria-class submarines, ensuring continued engineering, maintenance, logistics and supply chain support into the next decade. By retaining skilled personnel and specialist suppliers during the transition, Ottawa aims to avoid capability gaps while advancing plans to replace the aging fleet in the 2030s.

The Royal Canadian Navy operates four Victoria-class submarines: HMCS Victoria, HMCS Windsor, HMCS Corner Brook, and HMCS Chicoutimi. Canada decided to acquire the former British Upholder-class boats in 1998. The first three entered Canadian service between 2000 and 2003, while Chicoutimi was accepted into service in 2015 after a fire during its 2004 transfer delayed the process. Each submarine is 70.3 metres long and displaces about 2,450 tonnes submerged. The class can reach 20 knots underwater, patrol for roughly eight weeks and operate below 200 metres. Six 533 mm bow tubes allow the boats to employ Mk 48 heavyweight torpedoes against surface ships and submarines.
In a statement published on July 20, 2026, Babcock said the six-year award includes options that could keep the contract in place until the Victoria class reaches the end of its service life. The company has acted as Canada’s submarine sustainment partner through VISSC since 2008. Its responsibilities include lifecycle engineering, platform integration, configuration control, deep maintenance, docking periods, waterfront support and supply-chain management. In practical terms, the extension gives the Navy continuity in the demanding work required to certify a submarine as safe, control ageing systems and return boats to sea after maintenance.
That continuity carries particular weight for a small fleet. With only four hulls available, an extended refit or shortage of obsolete components can quickly reduce the number of submarines ready for operations and training. A longer contractual horizon helps sequence docking work, order long-lead items and retain technicians familiar with the pressure hull, propulsion plant and combat systems. Babcock reports that VISSC has contributed more than C$3.2 billion to Canadian gross domestic product since 2008, supports over 1,500 jobs annually and draws on a network of more than 450 domestic suppliers.
The Victoria class gives Canada a discreet platform for intelligence collection, maritime surveillance and anti-submarine warfare. A deployed boat can monitor naval movements, trail contacts and create uncertainty across a large operating area without revealing its position. The Mk 48 provides a credible engagement option against high-value targets, while the submarine’s acoustic discretion supports special operations and covert reconnaissance. These effects are relevant in the Atlantic and Pacific and increasingly along Arctic approaches. Yet diesel-electric propulsion imposes limits. Battery charging, transit distance and maintenance availability shape how long Canada can sustain a hidden presence far from established support facilities.
Ottawa is also investing up to C$1 billion in the Victoria-Class Modernization project. Current work addresses obsolescence, acoustic quieting, air monitoring and data fusion, alongside new periscopes and flank-array improvements. These upgrades aim to sharpen detection, improve crew conditions and maintain survivability against more capable undersea sensors. Modernization does not remove the constraints of ageing hulls, but it can keep the fleet tactically relevant until a successor arrives. The support contract provides the platform knowledge needed to integrate those changes without disrupting safety certification or existing maintenance cycles.
Replacement is now organized through the Canadian Patrol Submarine Project, established to avoid a gap when the Victoria class retires in the middle to late 2030s. On July 6, 2026, Canada selected Thyssenkrupp Marine Systems as preferred supplier for negotiations covering up to twelve Type 212CD submarines, with Hanwha Ocean designated as reserve supplier. Ottawa intends to conclude the contracting process by the end of 2027 and receive the first four new boats in 2034. Babcock has not secured the future sustainment contract, but its extended role preserves the workforce and supplier base that could support the transition.
Maintaining Canadian submarine availability strengthens surveillance and deterrence across three oceans while supporting NATO operations in the North Atlantic. The prospect of twelve Type 212CD boats also opens deeper cooperation with Germany and Norway around training, logistics and undersea warfare. Until that fleet materializes, the Victoria class remains Canada’s only crewed underwater combat capability. Keeping it operational limits allied exposure during the transition, reinforces monitoring of Russian naval activity, and gives Ottawa a more credible instrument for defending Arctic access and maritime sovereignty.
