Australia Invests Nearly €3 Billion More in Its Future AUKUS Nuclear Submarine Program.
Australia has committed an additional AUD 4.6 billion to expand the Osborne shipyard in South Australia, accelerating the industrial infrastructure needed for the AUKUS nuclear-powered attack submarine program. The investment strengthens Australia's ability to build, maintain and support future SSN-AUKUS submarines while reinforcing one of the country's most significant long-term defense modernization efforts.
Deputy Prime Minister and Minister for Defence Richard Marles announced the funding on July 24, 2026, confirming that the investment is part of Australia's implementation of the AUKUS security partnership with the United States and the United Kingdom. The expansion of the Osborne Naval Shipyard will provide the facilities, workforce capacity and industrial capabilities required to construct, sustain and eventually operate Australia's future fleet of nuclear-powered attack submarines. The latest allocation underscores the rapidly expanding industrial dimension of the AUKUS program, which has become the largest and most expensive defense acquisition project in Australian history.

The new allocation brings the Australian government's total contribution to the Osborne submarine construction yard to AUD 8.5 billion. It follows the AUD 3.9 billion announced in February 2026 to launch the initial phases of the industrial complex. According to the Australian government, the funding will support ongoing infrastructure works, expand production capacity and accelerate workforce development for a program expected to span several decades. At the same time, Canberra continues investing in the Henderson shipyard in Western Australia, where facilities are being upgraded to support future nuclear-powered submarine maintenance while also accommodating construction of the Royal Australian Navy's future Mogami-class frigates.
The investment is primarily intended to address an operational requirement. The Royal Australian Navy currently operates six Collins-class conventional submarines commissioned between 1996 and 2003. Measuring 77.8 metres in length and displacing approximately 3,400 tonnes submerged, the submarines are powered by a diesel-electric propulsion system and are armed with Mk 48 Mod 7 CBASS heavyweight torpedoes and UGM-84 Sub Harpoon anti-ship missiles. Designed for intelligence gathering, anti-submarine warfare and maritime surveillance missions, they remain capable platforms. However, their endurance is constrained by the need to periodically recharge their batteries, requiring snorkeling operations that reduce stealth during extended deployments. Canberra plans to invest up to €6.7 billion to extend the operational life of the Collins class into the early 2040s and prevent a capability gap before their successors enter service.
The Osborne shipyard is now the industrial centrepiece of the AUKUS submarine program. It will build the five future SSN-AUKUS submarines in cooperation with the United Kingdom, while Australia will first receive at least three Virginia-class nuclear-powered attack submarines transferred from the United States. To support this industrial expansion, a dedicated training academy is scheduled to begin operations during the first quarter of 2028. The facility will be capable of accommodating up to 1,000 trainees simultaneously and will replicate the submarine construction environment to train engineers, technicians and skilled workers. BAE Systems and ASC Pty Ltd are among the principal industrial partners supporting the development of Australia's sovereign submarine enterprise.
The SSN-AUKUS design is based on the United Kingdom's experience with the Astute class while incorporating several US-developed technologies. The submarines are expected to be fitted with a next-generation Rolls-Royce nuclear reactor designed to operate throughout the vessel's service life without refuelling. They will also integrate a combat management system derived from the AN/BYG-1 architecture used aboard US Navy Virginia-class submarines and will be equipped with Mk 48 Mod 7 heavyweight torpedoes and Tomahawk land attack cruise missiles.
The shift to nuclear propulsion reflects changes in Australia's strategic environment. The long distances separating Australian naval bases from potential operational areas across the Indo-Pacific require submarines capable of remaining deployed for extended periods while sustaining high submerged speeds. The future SSN fleet will provide substantially greater endurance, higher operational availability and improved stealth compared with conventional submarines. These characteristics will enhance Australia's ability to conduct intelligence gathering, anti-submarine warfare, long-range strike missions and special operations support while improving interoperability with the US Navy and the Royal Navy through common combat systems and operational procedures.
Beyond fleet modernization, Australia is adapting its naval posture to an increasingly competitive regional environment. The rapid expansion of China's naval forces, now the world's largest fleet by number of vessels, the continued growth of its submarine force and the militarization of the South China Sea have led Canberra to pursue platforms capable of operating across greater distances for longer periods. For Washington, Australia also represents an increasingly important strategic location. Its geographic position, removed from the immediate areas of confrontation while providing modern naval infrastructure, makes it a key support base for US and allied operations across the Indo-Pacific.
The additional funding also illustrates the continuing complexity of the AUKUS program from industrial, military and political perspectives. Announced in September 2021, the agreement triggered a major diplomatic dispute with France following Australia's cancellation of its contract for twelve Shortfin Barracuda submarines to be built by Naval Group. Since then, challenges have increasingly centred on the United States. Faced with submarine production rates that remain below US Navy requirements, the United States is no longer expected to deliver newly built Virginia-class submarines as originally envisaged. Instead, Australia is now expected to receive three submarines transferred directly from the operational inventory of the US Navy, a solution presented as more practical but also reflecting the pressures affecting the American naval industrial base. With the first SSN-AUKUS submarines not expected to enter service until the early 2040s, the program continues to face industrial, financial and workforce challenges that are likely to keep it at the centre of defence and security discussions for years to come.
