U.S. Army Awards $712M Contract to Sustain M739A1 Artillery Fuze Production Through 2031.


The U.S. Army has awarded Action Manufacturing Co. a $712.48 million contract to sustain production of M739A1 artillery fuzes through 2031, according to an August 31, 2026, award notice. The deal protects a key ammunition supply line for U.S. 105mm and 155mm howitzers as demand for conventional artillery remains central to high-intensity warfare.

The M739A1 provides point-detonating and delay functions for artillery rounds fired by systems including the M119, M777 and M109A6 Paladin. Securing multi-year production strengthens ammunition readiness and supports the Army’s ability to maintain sustained fires during prolonged combat operations.

The U.S. Department of Defense announced the firm-fixed-price indefinite-delivery/indefinite-quantity contract on August 31, 2026, with work locations and funding determined by individual orders. The five-year ordering period gives the U.S. Army flexibility to adjust fuze procurement as ammunition requirements evolve while maintaining continuity for a component that directly affects the availability of complete artillery rounds. Because this is an IDIQ contract, the $712.48 million value represents the maximum contract ceiling, not an immediate obligation of the full amount.

The award is significant because a fuze is an indispensable component of an artillery projectile, controlling initiation of the explosive payload under selected conditions. Even substantial inventories of projectile bodies, explosive fill, and propelling charges cannot translate into the same number of operational rounds without sufficient fuzes. The U.S. Army identifies the M739A1 as its preferred primary fuze for point-detonating and delay functions on 105mm and 155mm artillery projectiles, giving artillery formations a common fuze for multiple conventional ammunition types.

In point-detonating operation, the M739A1 initiates the projectile on impact, supporting fragmentation and blast effects against personnel, equipment, and other targets vulnerable to conventional high-explosive artillery. The delay setting allows detonation after impact, enabling the projectile to penetrate material before functioning and increasing its utility against targets where an immediate surface burst would be less effective. Central to this capability is the M739A1 Impact Delay Module, which uses mechanical actions associated with projectile deceleration to produce the required initiation delay. The manually set fuze provides both super-quick point-detonating and delay functions, allowing artillery crews to adapt projectile effects to target conditions without changing the basic ammunition configuration.

The M739A1 has broad relevance across the U.S. Army artillery inventory. The U.S. Army ammunition portfolio identifies it for 105mm ammunition fired from M119-series lightweight towed howitzers and for 155mm ammunition associated with M109A6 Paladin self-propelled howitzers and M777 lightweight towed howitzers, while also listing compatibility with M102-series 105mm and M198-series 155mm weapons. This commonality supports formations with substantially different mobility and deployment requirements while reducing the need to maintain separate point-detonating/delay fuze families for each artillery weapon.

That commonality also matters for logistics and sustained-fire capacity. Artillery ammunition production depends on an interconnected supply chain encompassing projectile bodies, explosive fill, propelling charges, primers and fuzes, and inadequate output of one component can restrict the number of complete rounds available for training, stockpile replenishment or combat operations. A long-term M739A1 procurement mechanism therefore protects a less visible but essential part of the ammunition industrial base as the United States seeks to maintain the production capacity needed for high-intensity warfare.

The M739A1 occupies a different operational role from more sophisticated artillery fuzes and precision guidance kits. The M782 Multi-Option Fuze for Artillery provides functions including proximity, precision time, delay, and impact, while the M1156 Precision Guidance Kit adds GPS-based trajectory correction and fuzing functions to conventional 155mm projectiles. The M739A1 remains operationally important because its comparatively straightforward point-detonating and delay functions support conventional ammunition for sustained artillery operations.

Precision-guided artillery ammunition can offer significant advantages against targets where accuracy, reduced ammunition expenditure, or collateral-damage considerations are decisive, but it does not remove the requirement for large stocks of conventional projectiles. Conventional high-explosive ammunition remains relevant for suppressing enemy positions, engaging defensive works, striking concentrations of personnel and equipment, and sustaining repeated fire missions. In such conditions, reliable fuzing becomes a key determinant of how quickly manufacturers can convert projectile components into complete ammunition available to operational units.

The August 31, 2026 contract notice states that the Army solicited bids online and received one offer. Action Manufacturing, based in Bristol, Pennsylvania, is already identified in U.S. Army documentation as an M739A1 production partner, meaning the contract sustains an established domestic manufacturing source rather than creating an entirely new production capability. The five-year ordering horizon can also provide greater industrial predictability for production scheduling, material requirements, and workforce planning as individual orders are issued.

For the U.S. Army, the contract's operational value lies in industrial resilience and ammunition availability. Maintaining domestic production of a widely compatible artillery fuze reduces the risk that a relatively small but indispensable component becomes a bottleneck if ammunition demand rises sharply during a prolonged conflict. The ability to issue orders through August 31, 2031 gives the U.S. Army a mechanism to respond to changes in training consumption, stockpile requirements, and operational demand without initiating a new procurement competition for every requirement.

The $712.48 million M739A1 contract therefore extends beyond routine replenishment of a mature artillery component. By securing a five-year procurement vehicle for a fuze supporting major 105mm and 155mm ammunition inventories, the U.S. Army is reinforcing the industrial chain required to turn projectile production into usable battlefield ammunition. The strategic effect is greater resilience in conventional artillery supply, helping preserve the sustained-fire capability that U.S. forces would require during a prolonged, ammunition-intensive conflict.
