North Korea Tests Ballistic Missile That Flies 700 Km Days Before US South Korea Military Exercise.
North Korea fired a ballistic missile from the Wonsan area on its east coast Wednesday, sending the weapon about 700 kilometers before it fell into waters east of the Korean Peninsula. The launch marks Pyongyang’s second ballistic missile test in six days as U.S. and South Korean forces prepare for a major annual military exercise.
South Korea’s Joint Chiefs of Staff detected the launch at about 6 a.m. local time on August 12, while Japanese authorities assessed that the missile landed outside Japan’s exclusive economic zone, with no reported damage. Seoul has not yet publicly identified the specific missile type, although its roughly 700-kilometer range is generally associated with short-range ballistic missiles. The launch comes five days before the United States and South Korea begin the 11-day Ulchi Freedom Shield exercise on August 17.

South Korea’s Joint Chiefs of Staff, JCS, said it detected the launch from Wonsan at around 6 a.m. South Korean and U.S. intelligence services tracked the activity from the early stages of the launch and shared information with Japan. According to Japanese data, the missile reached a maximum altitude of about 90 kilometers and traveled approximately 690 kilometers. South Korean authorities reported a flight distance of more than 700 kilometers.
The August 12, 2026 launch was the eleventh ballistic missile firing attributed to North Korea since the beginning of the year. It came only six days after a previous launch from Wonsan, which the South Korean military identified as a short-range ballistic missile. Pyongyang did not report the August 6 launch, contrary to its usual practice of publicizing certain weapons tests through state media. The absence of an official statement led to speculation in South Korea that the earlier test may not have met all of its objectives and that the latest firing could have been intended to continue the evaluation campaign.

One North Korean system matching this profile is the Hwasong-11A, commonly referred to in the West as the KN-23. Often compared with the Russian Iskander-M because of its general configuration, the KN-23 is a solid-fuel ballistic missile launched from a transporter erector launcher, or TEL, and is assessed to have a range of around 700 to 800 kilometers depending on the variant and flight profile. Its mobile configuration allows launchers to disperse before firing, while its relatively low flight trajectory and maneuvering characteristics can complicate missile defense operations.
The KN-23 is one component of the broader Hwasong-11 family, which occupies an important role in North Korea’s tactical missile forces. Yang Moo-jin, a professor at the University of North Korean Studies in Seoul, assessed that the latest launch could have involved testing aimed at improving a Hwasong-11 variant designed to carry a tactical nuclear warhead. This possibility is also viewed in the context of North Korean missiles used in the war in Ukraine, which may provide Pyongyang with operational feedback on the performance of some of its weapons under combat conditions. However, this does not by itself establish that the missile launched from Wonsan was a KN-23.
North Korea’s missile inventory includes several complementary layers. Alongside the KN-23 are the KN-24 and the 600 mm KN-25 multiple rocket launcher system, both primarily intended for targets in South Korea. Scud ER and Nodong missiles extend the reach toward Japan. The Hwasong-12 belongs to the intermediate-range category and is theoretically capable of reaching Guam, while the Hwasong-15, Hwasong-17, Hwasong-18 and Hwasong-19 make up the intercontinental component. The introduction of solid-fuel systems such as the Hwasong-18 reduces launch preparation time and increases dispersal options compared with earlier liquid-fuel designs.
This layered inventory creates several levels of threat. Short-range systems can cover most of South Korea and place airfields, command centers, logistics facilities, ports and air defense positions within range. Longer-range weapons extend that threat toward Japan and U.S. military facilities based there, and then toward Guam. Intercontinental ballistic missiles add a strategic dimension by placing the continental United States within North Korea’s deterrence framework. The combination of mobile launchers, solid-fuel propulsion, varied trajectories, and conventional or nuclear payload options requires allied defenses to address several categories of missile threat at the same time.
The timing of the latest launch is closely linked to the regional military context. The United States and South Korea are scheduled to conduct Ulchi Freedom Shield from August 17 to 27. Pyongyang has traditionally described these exercises as preparations for conflict and has repeatedly responded to major allied drills with missile tests, artillery exercises, or other military activity. Washington and Seoul, by contrast, describe UFS as a defensive exercise intended to maintain readiness and interoperability. The Wonsan launch, five days before the exercise begins, therefore takes place within a cycle in which North Korean missile activity and allied military preparations directly overlap.
The JCS said it is maintaining full readiness under the combined South Korea-U.S. defense posture while closely monitoring North Korean military activity. In Seoul, the National Security Office also convened an emergency meeting with the Ministry of National Defense and the JCS to assess the launch and its implications for national security. This response includes continued data sharing with Washington and Tokyo, allowing the three countries to compare trajectory information collected by separate surveillance networks.
For South Korea and Japan, the sequence of launches highlights that the North Korean missile threat is no longer based on a single category of weapon but on an inventory covering progressively broader ranges. For the United States, this structure increasingly links the defense of the Korean Peninsula with that of Japan, Guam and, at the strategic level, the U.S. homeland.
