U.S. Clears Major $364M Air-to-Air APKWS II Guided Rocket Package for Italy’s Counter-Drone Defense.


Italy could add thousands of low-cost precision interceptors to its counter-drone arsenal after the U.S. State Department approved a possible $364 million sale of 5,031 air-to-air APKWS II guidance sections on August 21, 2026. The package would give Italian forces a more economical way to engage large numbers of drones and other low-end aerial threats without relying on scarce, expensive air-to-air missiles.

The air-to-air APKWS II converts 70 mm rockets into laser-guided weapons capable of engaging unmanned aircraft and low-flying cruise missiles, supported by proximity fuzes and dedicated launchers included in the proposed package. For Italy and NATO, this capability could expand short-range air defense capacity while improving the cost balance against increasingly numerous and inexpensive aerial threats.

On August 21 2026 the U.S. State Department approved a possible Foreign Military Sale to Italy supporting the acquisition of 5,031 WGU-59B/B guidance sections for the air-to-air configuration of APKWS II together with launchers rocket components and associated support for an estimated value of $364 million. The proposed package could provide Italy with a deeper and more economical layer for engaging unmanned aerial threats while preserving high value air-to-air missiles for more demanding targets. Its scale is particularly significant as NATO adapts its air defense architecture to the growing challenge posed by inexpensive drones and saturation attacks. The approval was announced under the U.S. Foreign Military Sales framework and concerns the Single Variant Air-to-Air configuration of the Advanced Precision Kill Weapon System II. 

APKWS II Adds a Lower Cost Air Defense Layer

The proposed package centers on 5,031 WGU-59B/B Guidance Sections Single Variant Air-to-Air APKWS II and also includes LAU-131 A/A launchers Mk-152 high explosive warheads Mk 66 rocket motors proximity fuzes WTU-1/B practice warheads inert motors and associated technical logistical and training support. APKWS II is fundamentally different from a conventional purpose-built air-to-air missile. The system inserts a precision guidance section into a 2.75 inch or 70 mm rocket architecture transforming an unguided rocket into a precision guided munition. BAE Systems’ guidance section employs Distributed Aperture Semi-Active Laser Seeker technology with seeker optics distributed across four guidance wings and a 40 degree instantaneous field of regard. The manufacturer states that APKWS has demonstrated air-to-air capability against unmanned aircraft and low flying cruise missiles while retaining compatibility with multiple rocket motors warheads and fuzes.



Its operational value is best understood by positioning APKWS II within a layered fighter armament architecture rather than treating it as an alternative to Meteor AIM-120 AMRAAM or IRIS-T. Those missiles remain optimized for substantially more demanding targets and provide greater engagement range, kinematic performance and autonomous radar or infrared seeker capability. APKWS instead creates an additional engagement option for aerial targets whose speed, maneuverability and value may not justify expenditure of a premium interceptor. When carried in multi-round launchers, the weapon can increase the number of lower-tier engagements available from an individual aircraft station, which becomes particularly relevant during repeated or mass drone incursions. The proximity fuze further enhances its suitability against relatively small aerial targets by reducing dependence on a direct impact for terminal effect. The trade remains clear: APKWS operates across a shorter engagement envelope, carries a smaller warhead and depends on laser designation, meaning it complements rather than replaces conventional air-to-air missiles.

Italy’s Counter UAS Requirement and the Eurofighter Option

The U.S. notification leaves two important operational questions unanswered: which Italian armed service would ultimately receive the weapon and from which platform it would be employed. Neither has been publicly identified. The specific designation of the requested system as the air-to-air Single Variant is nevertheless noteworthy when compared with APKWS II’s much better established air-to-surface role. The associated inclusion of LAU-131 A/A launchers and proximity fuzes further supports examination of an airborne interception requirement although it does not establish the intended Italian platform. Within that context the Italian Air Force F-2000 Eurofighter represents a technically credible possibility rather than a confirmed selection. The most relevant precedent comes from the United Kingdom where the Royal Air Force has already introduced APKWS on Typhoon as a lower cost weapon for engaging unmanned aerial systems. According to the RAF the weapon can be carried in standard rocket pods and employed using existing targeting equipment including the Litening laser designator reducing the requirement for major aircraft modifications.

The Eurofighter hypothesis becomes more significant when considered alongside the established level of cooperation between the Italian Air Force and Royal Air Force. The two services maintain an Implementing Arrangement designed to increase maintenance and logistics interoperability across common fleets including the F-2000 and Typhoon with the broader objective of improving readiness integration and operational flexibility. Italy has also continued expanding the F-2000 weapon system through operational test and evaluation activity. Italian Air Force reporting for 2025 records trials involving Meteor and Paveway IV together with the Litening 5 targeting pod providing a relevant example of continuing weapons and sensor integration on the aircraft. Recent events also underline the practical relevance of the counter-UAS mission. On August 14 NATO Baltic Air Policing fighters destroyed a foreign UAV after it entered Latvian airspace with Latvian authorities subsequently identifying it as a Ukrainian unmanned aircraft that had probably deviated under the effects of Russian electronic warfare. Italian F-2000s were at the time deployed to Šiauliai under the Baltic Thunder III mission supporting NATO surveillance and defense of Baltic airspace. The episode does not prove an Italian APKWS requirement but it illustrates the type of operational environment in which an affordable fighter-launched counter-UAS weapon could become increasingly valuable.



Magazine Depth and the New Economics of NATO Air Defense

The scale of the proposed acquisition is strategically significant in its own right. A potential requirement for 5,031 air-to-air guidance sections would represent substantial inventory depth if the transaction is completed and appears considerably larger than what would normally be associated with a narrowly scoped evaluation activity. Without a disclosed Italian concept of operations it would be premature to determine how the weapons would ultimately be distributed between operational availability training and reserve requirements. Nevertheless the quantity suggests that the package deserves to be assessed in terms of sustained force availability and potential wartime endurance rather than simply as an experimental capability. The $364 million figure should likewise not be divided by 5,031 to calculate an assumed unit cost. It represents the estimated value of the broader FMS package including launchers warheads motors proximity fuzes training equipment technical assistance logistics and support rather than the procurement price of an individual guidance section or complete operational rocket. Industrial maturity is another consideration: BAE Systems announced delivery of its 100,000th APKWS guidance kit in February 2026 and states that the system has been in full rate production for more than twelve years with manufacturing capacity of at least 25,000 units annually.

For Italy, the deeper issue is cost per engagement and magazine endurance. High-performance missiles such as Meteor, AMRAAM and IRIS-T remain indispensable against advanced combat aircraft cruise missiles and other demanding targets but repeatedly allocating premium interceptors to comparatively inexpensive unmanned systems can create an unfavorable exchange ratio while consuming finite stocks required for higher priority threats. APKWS II could introduce another layer between gun employment and high-end guided missiles, allowing aircrews and commanders to match the weapon more closely to the performance and value of the target. This logic aligns with a wider NATO effort to develop integrated and scalable defenses against massed unmanned systems. NATO Allied Command Transformation’s Layered Counter UAS Initiative is specifically examining how sensors command systems and effectors can be integrated into interoperable counter-UAS architectures capable of supporting Alliance operations particularly on the eastern flank. For Italy this has implications well beyond national airspace. Its combat aircraft regularly contribute to NATO air policing and collective defense missions meaning that a lower cost airborne interceptor could support longer sortie endurance conserve premium missile inventories and provide greater flexibility when dealing with mixed threat sets. In a saturation environment air defense effectiveness increasingly depends not only on the performance of an individual interceptor but on how long a force can continue generating successful engagements before its most valuable munitions are depleted.

If finalized the proposed APKWS II acquisition could mark an important evolution in Italy’s approach to airborne defense against unmanned threats. The intended service and platform remain undisclosed and an Italian Eurofighter integration must therefore remain an analytical possibility rather than a confirmed program. The RAF experience nevertheless provides a directly relevant technical precedent on the same aircraft family while Italy’s continuing Eurofighter modernization and its active role in NATO air policing reinforce the operational logic behind such a capability. More than 5,000 air-to-air guidance sections could give Italy the means to build a deeper and more economically sustainable interception layer while preserving its most capable missiles for the threats that truly require them. For NATO the strategic value is equally clear: future air defense resilience will increasingly be determined not only by range speed and probability of kill but also by magazine depth production capacity interoperability and the ability to sustain the cost of prolonged air operations.
