U.S. Air Force Accelerates $2 Billion Ellsworth Upgrade for First B-21 Raider Bomber Base.
The U.S. Air Force is accelerating a nearly $2 billion transformation of Ellsworth Air Force Base, South Dakota, into the first B-21 Raider bomber operational base, preparing the U.S. stealth bomber for nuclear and long-range Indo-Pacific missions from the continental United States. The activation of B-21 Integration Detachment 1 now places infrastructure, communications, training, sustainment, nuclear preparation and mission-system integration under a dedicated organization ahead of the first Raider deliveries planned for 2027.
The U.S. Air Force formally activated the detachment on September 9, 2026, according to an announcement released the following day by Eighth Air Force and U.S. Strategic Command. The move is intended to turn Ellsworth from a construction and transition site into a combat-ready B-21 base capable of supporting penetrating strike missions against heavily defended targets, including potential operations against China's air defenses and long-range missile networks.

The U.S. Air Force is undergoing an approximately $2 billion transformation at Ellsworth Base to become the first operational B-21 Raider bomber base. The U.S. Air Force has already accepted specialized facilities, including a $161 million Low Observable Restoration Facility and an $81 million Wash Rack and General Maintenance Hangar, both intended to support maintenance of the Raider’s stealth characteristics and routine aircraft servicing. B-21 Integration Detachment 1 now links those infrastructure investments with secure communications, maintenance certification, logistics, weapons procedures, mission planning, and trained personnel required to produce combat-ready sorties.
The B-21 Raider is a next-generation long-range penetrating stealth bomber developed by Northrop Grumman for the U.S. Air Force. It is designed to replace the B-1B Lancer and B-2 Spirit and eventually operate alongside the modernized B-52J as the core of the future U.S. bomber force. Its main operational advantage is the ability to penetrate heavily defended airspace using a flying-wing design, low-observable shaping, signature-management technologies, and advanced mission systems intended to reduce detection by modern radar networks and improve survivability against long-range surface-to-air missiles, fighters, and integrated air-defense systems.
The U.S. Air Force has not released the Raider’s exact range, payload, speed, or radar-signature data, but it has confirmed the aircraft will conduct both conventional and nuclear missions and can employ direct-attack and stand-off weapons. The bomber is also being developed with an open-systems architecture intended to simplify future integration of sensors, communications equipment, software and new weapons as radar, electronic-warfare and missile threats evolve.
Aerial refueling is central to the U.S. Air Force’s operational concept for the B-21. Raider flight testing has already included tanker refueling, supporting intercontinental missions from secure bases inside the United States and reducing dependence on permanent forward deployment near a potential adversary. From Ellsworth, B-21s could deploy into the Indo-Pacific, Europe, or other theaters with tanker support while reducing reliance on overseas air bases vulnerable to ballistic and cruise missile attack.
This operating concept is particularly relevant in the Indo-Pacific, where China’s expanding missile forces and layered air-defense network increase the risks facing forward U.S. and allied bases. A low-observable B-21 force operating from the continental United States could penetrate defended areas to strike command facilities, air bases, missile infrastructure, and other high-value targets while complicating Chinese efforts to disrupt U.S. bomber operations at the outset of a conflict.
The same concept strengthens deterrence in Europe. The U.S. Air Force could reinforce NATO with long-range B-21 Raider missions against heavily defended targets without relying exclusively on European bomber bases that could themselves be exposed to missile attack. This ability to generate global strike missions from the continental United States is one of the central operational advantages of the future B-21 force.
Nuclear preparation is therefore a major part of the Ellsworth beddown. The B-21 will become part of the airborne leg of the U.S. nuclear triad, requiring certified personnel, secure facilities, specialized command-and-control systems, and tightly controlled weapons and maintenance procedures. As a nuclear bomber, the Raider will also give the U.S. Air Force a visible, recallable deterrent option alongside land-based intercontinental ballistic missiles and ballistic-missile submarines.
The Raider’s effectiveness will also depend on sustainment. Low-observable bombers require specialized inspection and repair to preserve their radar-reduction characteristics, while mission software, communications, and threat data must remain current against changing air-defense networks. The new Ellsworth facilities are therefore directly tied to sortie generation and the ability to keep B-21 aircraft available during sustained combat operations.
The U.S. Air Force is progressing with flight testing in parallel with the Ellsworth preparations, with increasing emphasis on operational evaluation, crew effectiveness, survivability and mission performance. The U.S. Air Force plans a minimum fleet of 100 B-21s, with Ellsworth scheduled to become the first operational base in 2027, before later beddowns at Whiteman Air Force Base in Missouri and Dyess Air Force Base in Texas.
The South Dakota deployment will also serve as the model for future B-21 introductions. Procedures developed at Ellsworth for construction, training, sustainment, communications, nuclear certification, and mission integration are intended to reduce risk when the U.S. Air Force expands the bomber to additional bases.
The activation of B-21 Raider bomber Integration Detachment 1 therefore marks a shift from infrastructure preparation to combat-force generation. By creating the organization ahead of the 2027 deployment, the U.S. Air Force is seeking to ensure that aircraft, crews, weapons, maintenance, communications, and nuclear procedures are fully integrated before the first Raiders enter frontline service, turning Ellsworth into the first U.S. base capable of generating sustained conventional and nuclear B-21 missions with global reach.
