French A330 MRTT Tanker Conducts First Refueling of U.S. and UK RC-135 Intelligence Aircraft.


French A330 MRTT Phénix tankers can now extend the endurance of U.S. Air Force and British Royal Air Force RC-135 intelligence aircraft, giving allied crews another refueling option for long-duration surveillance missions near Russia or across the Indo-Pacific. The capability follows the first U.S.-U.K.-French air-to-air refueling integration within the RC-135 community, expanding the support network available to one of NATO’s most important airborne intelligence platforms.

By reducing dependence on U.S. KC-135 and KC-46 tankers, French tanker support can help sustain persistent RC-135 coverage when demand for American refueling aircraft is high. The integration strengthens allied flexibility for long-range intelligence missions and improves NATO’s ability to maintain continuous surveillance across widely separated theaters.

The milestone was demonstrated during Exercise Ravitaillement en Vol over central France, where a French Air and Space Force A330 MRTT Phénix supported a U.S. Air Force TC-135 training aircraft and a Royal Air Force RC-135W Rivet Joint. Announced by the U.S. Air Force on August 7, 2026, the mission brought together personnel from the 55th Wing, the 55th Operations Group, the Nebraska Air National Guard’s 170th Group, RAF Nos. 51 and 56 Squadrons, and the French 31st Air Refueling and Strategic Transport Wing. The event is significant because it converts French tanker availability into a practical support option for U.S. and British RC-135 operations.

For the RC-135 force, aerial refueling directly increases intelligence-gathering persistence. The RC-135V/W Rivet Joint is designed to detect, identify, and analyze electromagnetic emissions, including radar and communications activity, meaning that its operational value depends heavily on how long it can remain within effective collection range. By expanding the pool of compatible tankers, commanders gain greater freedom to keep Rivet Joint aircraft on station without tying every mission to the availability of a U.S. refueling aircraft.

This has direct implications for U.S. tanker demand. KC-135 and KC-46 aircraft are high-demand assets because they must support fighters, bombers, transports, command-and-control aircraft, and specialized ISR missions during the same campaign. If French A330 MRTTs can absorb part of the RC-135 refueling requirement, U.S. tankers can be reserved for missions in which national support is more critical, reducing one of the recurring logistical constraints affecting sustained air operations.

The effect is particularly relevant near Russia, where NATO intelligence aircraft routinely monitor military activity, air-defense behavior, and changes in the electromagnetic environment. A U.S. RC-135 intelligence aircraft supported by a French tanker could remain airborne longer without relying solely on a U.S. KC-135 or KC-46, giving NATO commanders a more continuous intelligence picture during periods of elevated military activity. Longer collection windows can improve the ability to detect changes in radar use, communications patterns, and force movements before they develop into broader operational shifts.

The same integration could have even greater significance in the Indo-Pacific, where distance places additional pressure on tanker availability. RC-135 missions operating across widely separated bases and collection areas require extensive aerial-refueling support, and dependence on a limited number of U.S. tankers can constrain sortie planning. Access to French or other allied A330 MRTT aircraft would give commanders more options for combining launch bases, tanker tracks, and intelligence-collection areas, improving flexibility in a theater where geography itself presents a major operational challenge.

The French Phénix is well suited to this role because it combines long-range strategic transport with boom-equipped aerial-refueling capability that is compatible with large U.S. military aircraft such as the RC-135. More importantly, the U.S. Air Force stated that the latest integration could eventually give U.S. and U.K. RC-135 fleets access to more than 30 allied A330 MRTT tankers worldwide. If such access is progressively standardized, Rivet Joint crews could draw on a distributed multinational tanker network rather than relying primarily on nationally assigned refueling aircraft.

The exercise also demonstrated that interoperability depends on far more than physical compatibility between tanker and receiver aircraft. U.S., British, and French personnel conducted combined planning, simulator preparation, mission briefings, and live sorties while coordinating communications, emergency procedures, command relationships, airspace requirements, and diplomatic clearances. These steps are essential because a tanker that can technically refuel an RC-135 has limited operational value unless crews, procedures, and national approval processes are aligned before a crisis begins.

The French integration built on earlier testing conducted at Edwards Air Force Base in October 2023 involving a Royal Australian Air Force KC-30A and a U.S. RC-135. Because the Australian KC-30A and the French Phénix are both derived from the Airbus A330 MRTT family, lessons from the Australian test helped establish the technical and procedural basis for the mission over France. This approach could accelerate future certification efforts involving additional allied tanker fleets by reusing flight-test data and operational experience rather than beginning each integration effort from scratch.

For the British RAF (Royal Air Force), the development broadens the support options available to its small RC-135W Rivet Joint force, while France gains a larger operational role in NATO intelligence missions. A French A330 MRTT can now contribute directly to allied ISR operations by extending the endurance of U.S. and British Rivet Joint aircraft rather than supporting only French combat and strategic missions. This creates a more flexible division of labor in which tanker capacity can be allocated according to operational requirements rather than nationality.

The first U.S.-U.K.-French RC-135 aerial-refueling integration therefore has significance well beyond a single sortie over central France. It gives NATO a more resilient means of sustaining high-value intelligence aircraft, reduces dependence on U.S. KC-135 and KC-46 tankers, and increases the endurance of Rivet Joint surveillance missions near Russia and across the Indo-Pacific. If these procedures are expanded through recurring training and participation by additional A330 MRTT operators, the alliance will gain a more distributed intelligence-support network that is harder to disrupt and better suited to sustained operations across multiple theaters.
