Luxembourg to acquire 80 CLRV command liaison and reconnaissance vehicles through NSPA


On 15 September 2022, Luxembourg's Deputy Prime Minister and Minister of Defence, Mr. François Bausch, announced the acquisition of 80 Command Liaison and Reconnaissance Vehicles (CLRV) for the Luxembourg Army at a cost of EUR 367Mn. The vehicle selected is General Dynamics' Eagle V. The NATO Support and Procurement Agency (NSPA) will support Luxembourg with the acquisition and the CLRV fleet life-cycle-support requirements up to End-Of-Service-Life (EOSL).

"The decision is based on three aspects. First, and this is the most important in my opinion, our soldiers are best protected when deployed on a mission. Second, to modernize our equipment and increase our operational capabilities and third, to ensure interoperability within the army and with our allies", explained the Minister of Defense, François Bausch during the press conference.

The selected vehicle system consists of three components:
1. The Eagle V from the GDELS, comprising suitable protection against mines, explosive devices and small caliber gunfire and very good all-terrain performance;
2. The remotely operated firing station DeFNder Medium from FN Herstal, protecting the shooter and equipped with day and night cameras and smoke canisters; and
3. The SCORPION communication system from Thales, interoperable with the Armed Forces of Belgium and France.

The future CLRV will replace both the Protected Response Vehicle (PRV) fleet as well as the aging M1114 High-Mobility-Multipurpose-Wheeled-Vehicle (HMMWV) fleet of the Luxembourg Army. The fleet upgrade will enhance the operational capabilities of the Luxembourg Armed Forces. The €367m price tag will also cover the logistical support and the maintenance of the vehicles.

François Bausch, Deputy Prime Minister and Minister of Defence of Luxembourg, said: "With the support of the NSPA, the Luxembourg Defence will acquire new CLRVs, meeting the latest military standards. Three points were essential in this project. First and foremost, the security and protection of our troops during a mission. Secondly, to modernize our equipment and thus increase operational capabilities, and thirdly, to ensure interoperability within the Army and with our close allies". The acquisition has been carried out with the support of specialized teams from the NATO Support and Procurement Agency (NSPA), which will also provide logistical and technical support throughout the life cycle of the new CLRVs.

The multi-role and multi-purpose Eagle V CLRV will feature high ballistic and mine protection. It will be equipped with a remotely operated weapon station (RWS) DeFNder Medium from FN Herstal. Mission equipment commonality with Belgium and France will allow common obsolescence management and logistic synergies, thus reducing CLRV fleet support costs.

The Eagle V 4x4 is a further development of the Eagle IV vehicle, which has been successfully in service with the German Bundeswehr since 2009. It features a larger payload capacity and increased crew protection at the same level of mobility. After thorough testing on Bundeswehr-owned proving grounds, the Eagle V was qualified according to customer requirements and demonstrated its high agility, tactical mobility and outstanding protection level. In addition to the very high level of crew protection, the substantial payload capability is designed to fulfill future requirements. Its ergonomic design and simple operation allow for short training time and low training cost. The Cummins turbocharged diesel engine, in connection with an Allison 5-speed automatic transmission, the remarkable De Dion axle system with the patented roll stabilizer, the tire-pressure control system and the permanent all-wheel drive give the Eagle V superior on-road and off-road mobility. The vehicle is equipped with an air conditioning and NBC overpressure system.
