India pursues FCAS fighter jet program collaboration with France following Germany's exit.
On August 7, 2026, India's Ministry of Defence confirmed in a Parliamentary Standing Committee on Defence report in New Delhi that it has initiated concerted efforts to join the French-led Future Combat Air System (FCAS) sixth-generation fighter program. The decision aims to secure advanced sixth-generation capabilities, including combat-cloud networking and collaborative unmanned systems, while addressing a deficit of 13 fighter squadrons in the Indian Air Force. This strategic alignment follows the termination of joint Franco-German fighter development in June 2026, opening co-development and industrial opportunities for New Delhi alongside its domestic Advanced Medium Combat Aircraft (AMCA) fifth-generation program.
The Indian Air Force operates 29 active fighter squadrons against an authorized strength of 42, with 110 to 120 Jaguar fighters scheduled for retirement between 2028 and the mid-2030s. To prevent force contraction while transitioning to fifth- and sixth-generation platforms, India is evaluating a 114-aircraft Rafale procurement alongside indigenous AMCA development and potential FCAS subsystem integration.

On August 7, 2026, India officially confirmed in its 25th Defence Committee report that the Ministry of Defence had initiated concerted efforts to co-join the French-led Future Combat Air System (FCAS) sixth-generation fighter programme, after a general examination of both FCAS and GCAP. This comes as the Indian Air Force possesses a deficit of 13 fighter squadrons, or 31% of the authorized 42 squadrons, which means India is considering a sixth-generation programme while still struggling to replace jets already scheduled to retire before 2035. New Delhi is simultaneously sustaining 110-120 Jaguars, operating 36 IAF Rafales, expanding Tejas production, funding its indigenous fifth-generation AMCA fighter and negotiating a 114-aircraft Rafale package with France.
The FCAS decision therefore sits above a much more immediate force-generation problem: India must prevent further squadron contraction during the late 2020s and early 2030s while simultaneously paying for the transition to fifth- and sixth-generation jets. The timing is also materially different from what FCAS looked like only months earlier. France and Germany terminated the joint collaboration on June 8, 2026, after Dassault Aviation and Airbus failed to resolve disputes over industrial authority, workshare and intellectual property. India's participation could therefore amount not simply to joining FCAS, but to helping France reconstruct the fighter element around a new financing and industrial partnership after the collapse of the Franco-German arrangement. The FCAS itself was structured as a system-of-systems rather than a conventional fighter programme.
The Franco-German effort began in 2017, Spain joined in 2019, and the intended operational objective was a replacement for Rafale and Eurofighter fleets in the 2040s. The central Next Generation Weapon System (NGWS) combined the manned New Generation Fighter (NGF) with Remote Carrier unmanned aircraft and a combat cloud to link airborne sensors, fighters, unmanned aircraft, command nodes and weapons. Dassault Aviation led the NGF, Airbus was the principal industrial partner and led major work on Remote Carriers and the Combat Cloud, Safran and MTU Aero Engines shared engine responsibilities, and Indra held a leading sensor role. Phase 1B began in December 2022, with subsequent planning pushing functional demonstrators into Phase 2 through 2029. Airbus had associated an NGF demonstrator flight with 2028 or 2029, while service entry remained tied to 2040.
However, the industrial dispute made that timeline even less credible. Dassault's Éric Trappier had argued since 2021 that fighter architecture and prime-contractor authority could not be diluted, and by 2025 Dassault was pushing for a much larger share of the fighter effort, with an 80% workshare demand. Germany then resisted a structure in which its aerospace industry would finance the programme without gaining commensurate design responsibility, while France opposed arrangements that could transfer too much fighter-design know-how and intellectual property to German and Spanish industry. The operational requirements also diverged: France required a future aircraft capable of carrier operations and supporting the nuclear mission, while Germany did not need those features. On June 8, 2026, France and Germany therefore ended joint fighter development but left room for continued work on the Combat Cloud.
Any Indian entry now therefore requires a fresh answer to basic programme questions: whether France intends to restart a manned fighter at all, whether Dassault remains the undisputed design authority, how much of the former German and Spanish workshare is redistributed, and whether Indian participation includes actual design ownership or primarily financing and production. India's AMCA programme makes those questions more important because New Delhi is already spending resources to acquire many of the same competencies FCAS would require. The AMCA is intended to give India its first sovereign fifth-generation fighter, with the aircraft's design completed and production planning continuing in parallel with the sixth-generation talks. At the technology level, the AMCA and the FCAS overlap in many aspects, including stealth shaping, composite structures, radar-absorbent materials, AESA radar, electronic warfare, and sensor fusion.
For India, the FCAS therefore becomes economically rational only if it provides access to technologies not already being funded through the AMCA. Those areas are more specific than the generic label of "sixth-generation": collaborative unmanned aircraft, a combat cloud linking multiple aircraft and sensors, cooperative engagement between distributed weapons and sensors, high-capacity secure data exchange, advanced propulsion, and software architectures capable of controlling several unmanned systems from a crewed fighter. India has already tested the risks of multinational fighter development through the Russian FGFA effort. New Delhi withdrew in 2018 after disagreements over workshare, technology access, and whether the aircraft would meet Indian fifth-generation requirements. That precedent means an Indian FCAS role cannot be measured by percentage participation alone.
More relevant metrics would include which subsystems India designs, how many Indian engineers work inside the core design teams, whether India obtains source-code access, whether it can integrate Astra or future Indian weapons independently, whether Indian companies own intellectual property generated through Indian-funded work, and whether India retains authority to modify or upgrade its aircraft without French permission. If those rights are limited, the FCAS could duplicate the AMCA investment while diverting engineers and funding from the domestic programme. If they are broad, India could use the FCAS to leap from fifth-generation aircraft development into the more complex problem of controlling a networked formation of crewed and uncrewed combat aircraft such as the Ghatak. The near-term force problem is much simpler to quantify.
The Indian Air Force has 29 squadrons against an authorized 42, which means it is short by 13 squadrons before accounting for maintenance, training, and reserve aircraft. Six squadrons still operate an estimated 110 to 120 Jaguars, corresponding to 18.3-20 aircraft per squadron on paper. If all six Jaguar squadrons disappeared without replacement, the IAF would fall from 29 to 23 squadrons, or 54.8% of its authorized strength, assuming no other force additions or retirements. India is therefore sustaining aircraft that first entered Indian service in 1979 because the alternative is an immediate reduction in combat mass. The Jaguar first flew in September 1968, production ended in the early 1980s after 573 aircraft, and India is now the last operational user. More than 50 Indian Jaguars have been lost since induction, and maintaining the remaining fleet requires a rapidly decreasing foreign pool.
France transferred 31 retired Jaguars, Oman supplied approximately 20, and Britain transferred nine in July 2026, producing a known pool of about 60 donor aircraft before any potential acquisition from Ecuador. The numerical significance is straightforward: India is using roughly one retired foreign Jaguar for every two active Indian Jaguars to keep six squadrons operating. The Jaguar's remaining combat value is also quantifiable, but it does not remove the retirement problem. The oldest Indian Jaguars are expected to retire between 2028 and 2031, while the better-equipped DARIN III aircraft could remain into the mid-2030s if spare parts supply, engine condition and fatigue life allow. Even under the most favorable case, this creates a replacement requirement roughly five to ten years before an FCAS aircraft could plausibly enter service.
The FCAS therefore has no direct role in solving the Jaguar retirement problem. The 114-aircraft Rafale proposal does. India currently has 36 IAF Rafales organized into two squadrons, which establishes an 18-aircraft squadron reference. A 114-aircraft purchase therefore equates numerically to six additional squadrons plus six aircraft for training, conversion, reserve, or attrition management. If all six new squadrons were formed without simultaneous retirements elsewhere, India's nominal fighter-squadron strength could theoretically move from 29 to 35, reducing the current deficit from 13 squadrons to seven. That would still leave the IAF 16.7% below its authorized 42-squadron structure. If six Jaguar squadrons are retired over the same period, however, the six Rafale squadrons would largely replace the structure being lost rather than close the existing deficit, especially since India officially rejected Russia's proposal on the Su-57.
France's 114-aircraft proposal includes 94 aircraft for manufacture in India and 20 produced outside the country, while one 2026 configuration consisted of 90 Rafale F4 aircraft and an option for 24 F5 aircraft. The IAF Rafale fleet would increase from 36 to 150 aircraft, while the 26 Rafale M fighters ordered for the Navy would take the national fleet to 176. India has already invested in Rafale infrastructure at Ambala and Hasimara, including hardened shelters, maintenance hangars, weapons storage areas and simulators, reducing the fixed-base investment required for additional aircraft. The F4 provides the near-term operational standard, while the F5 is intended for the 2030s with deeper connectivity to unmanned aircraft, greater information processing, new electronic warfare functions and future weapons.
In force-planning terms, the Rafale is therefore a potential bridge between the current IAF and the AMCA era, not a competitor to a participation in the FCAS. The industrial mathematics are also more concrete. Manufacturing 94 of 114 aircraft in India places 82.5% of the Rafale airframes inside the domestic production system. Tata Advanced Systems and Dassault Aviation are already establishing a Hyderabad line for four major Rafale fuselage sections, with first deliveries targeted from fiscal year 2028 and planned output of up to 24 fuselages per year. Even if the line immediately achieved the nominal 24-aircraft annual rate, a 94-aircraft sequence could not be completed in less than four production years, and actual completion would extend further because production lines normally ramp progressively and capacity may also support other Rafale customers.
The broader industrial plan includes propulsion-related activity in Hyderabad and a maintenance, repair and overhaul facility near Jewar in Uttar Pradesh for both IAF and naval Rafales. Dassault Aviation, Safran, MBDA and Thales would connect Indian industry to airframe manufacturing, engines, missiles and electronics. For the FCAS, however, manufacturing volume is not enough. The decisive step would be moving Indian companies from build-to-print production into engineering ownership. A sixth-generation workshare with real strategic value would need Indian responsibility for airframe sections designed in India, flight control or mission software modules, low-observable materials, sensors, electronic-warfare subsystems, propulsion components, Remote Carriers or Combat Cloud software.
If India only manufactures structures designed in France, the industrial relationship remains qualitatively similar to Rafale localization. If India receives design authority over major FCAS subsystems, the relationship changes from production participation to joint development. India is therefore managing four separate combat-aircraft clocks. The Jaguar clock expires first: 110 to 120 aircraft must be sustained until the late 2020s or mid-2030s, depending on variant and airframe condition. The Rafale clock therefore addresses the immediate fighter gap, as 114 aircraft are numerically sufficient for six full squadrons plus six reserve or training aircraft, but those aircraft may largely replace retiring squadrons rather than increase the IAF toward the authorized 42.
So, the AMCA addresses sovereign fifth-generation capability and gives India a national production path rather than relying on another imported fighter. The FCAS clock begins later and concerns collaborative unmanned aircraft, distributed sensors, combat-cloud networking, advanced propulsion, low-observable systems and the software architecture required to coordinate them. The budgetary and industrial conflict is that all four clocks run at the same time. India must fund Jaguar sustainment, Rafale procurement and domestic production, Tejas output, Su-30MKI modernization, AMCA development, weapons integration and potentially FCAS participation, while drawing on the same national pool of aerospace engineers, test facilities, manufacturing capacity and defense funding.
The central FCAS decision therefore should be whether France offers India enough engineering authority, intellectual property ownership, software access, weapons integration freedom, production share and upgrade control to justify committing resources to a programme that will not solve the IAF's squadron deficit for more than a decade. If India receives only manufacturing work and limited subsystem access, the FCAS would compete directly with AMCA for resources while risking the reiteration of the dispute between France and Germany. If it receives major design responsibility and ownership of technologies that AMCA does not cover, particularly autonomous teaming and combat-cloud architecture, the FCAS could become the sixth-generation successor above Rafale and AMCA that India seeks to compete with China.
