French Rafale Fighters in Poland Test NATO Airpower Survival Against Missile and Drone Attacks.


French Rafale fighters have dispersed across Poland in a drill designed to test how combat aviation can survive missile and drone attacks on NATO’s eastern flank. The French Air and Space Force said the FRA-ACE maneuver involved three aircraft, personnel, and essential technical equipment, demonstrating how quickly frontline airpower can relocate when established bases become vulnerable.

The exercise focused on preserving sortie generation from a dispersed location while reducing dependence on fixed infrastructure. For France and NATO, the capability strengthens airpower survivability, complicates enemy targeting, and supports continued combat operations during a high-intensity strike campaign.

The French Ministry of the Armed Forces disclosed the maneuver in its operational update covering September 10-17, 2026, stating that the objective was to rapidly redeploy aircraft, personnel, and critical technical resources in response to ballistic missile or drone threats while continuing operations from a dispersed location. The exercise places Rafale Poland operations within a wider NATO effort to reduce the vulnerability of concentrated combat aircraft and air-base infrastructure.

The operational logic behind FRA-ACE closely parallels the U.S. Air Force’s Agile Combat Employment concept. The U.S. Air Force defines ACE as shifting forces from centralized infrastructure to networks of smaller, dispersed locations, reducing an adversary’s ability to suppress air operations by attacking a limited number of major bases. Air Combat Command has increasingly incorporated that model into frontline fighter training because fixed installations, fuel storage, ammunition areas, command facilities, and parked aircraft can become lucrative targets during the opening stages of high-intensity conflict.

For France, dispersing three Rafale fighters changes the targeting problem without increasing the number of combat aircraft available. Instead of finding aircraft concentrated at one known operating base, an adversary must locate several smaller detachments, track their movements, and identify which sites have fuel, weapons, and maintenance capability. This makes an air base missile attack potentially less decisive because destroying or temporarily closing one location does not automatically halt the entire fighter detachment.

That requirement has become more relevant as Russia has demonstrated the ability to combine large numbers of one-way attack drones with cruise and ballistic missiles against Ukrainian infrastructure. A U.S. government report to Congress covering the second half of 2025 documented Russian attacks involving hundreds of unmanned aircraft and dozens of missiles in individual strike packages, illustrating the scale of long-range attack that NATO air planners must consider when assessing the survivability of fixed facilities.

Poland gives the French exercise additional significance because it lies at the center of NATO’s eastern flank air-defense architecture. NATO says it has reinforced the region substantially since Russia’s full-scale invasion of Ukraine, while Russian drones entered Polish airspace in September 2025, triggering allied defensive action involving Polish F-16 fighters, Dutch F-35 fighters, Italian airborne early-warning aircraft, multinational tankers and German Patriot air-defense systems.

The FRA-ACE maneuver therefore addresses a problem already central to Pentagon planning: how to keep fighters operating when enemy missiles and drones can reach their normal airfields. The U.S. Air Force has trained extensively for the same challenge with F-16 Fighting Falcon and F-35A Lightning II fighters, making the French activity in Poland part of a broader allied move away from dependence on a small number of predictable operating locations.

The comparison is especially direct for the F-16. In 2021, U.S. Air Forces in Europe deployed F-16 Fighting Falcons, F-15E Strike Eagles and C-130J Super Hercules aircraft to Poland for an Agile Combat Employment exercise, with fighters operating from Łask and Krzesiny. USAFE described ACE as a maneuver conducted within threat timelines to increase survivability while continuing to generate combat power, demonstrating that Poland has already served as an important test area for U.S. dispersed air operations.

The U.S. Air Force has applied the same approach to the F-35A. During Agile Flag exercises, F-35 units have operated from multiple contingency locations with small teams capable of receiving, refueling, rearming, and relaunching the aircraft while maintaining communications with command elements. In Panther Shadow training in 2025, the 388th Fighter Wing generated F-35A operations from several locations and emphasized that dispersion complicates enemy targeting by reducing reliance on vulnerable permanent-base infrastructure.

Earlier U.S. F-35 training in Europe also demonstrated how the concept can work close to NATO’s eastern frontier. During Rapid Forge in 2019, U.S. F-35A fighters landed, refueled, and conducted forward operations from airfields in Poland while also operating through Lithuania and Estonia, testing the ability to move combat aircraft through temporary locations instead of keeping them concentrated at established bases.

France faces essentially the same logistical challenge with the Rafale. Moving the fighter is only the first step: a dispersed detachment needs aviation fuel, weapons, spare parts, ground-support equipment, maintenance personnel, secure communications and mission-planning capability. If these resources cannot move within the same threat timeline as the aircraft, dispersion can protect fighters temporarily but cannot sustain meaningful combat operations.

This is why agile combat employment increasingly focuses on logistics as much as aircraft maneuver. U.S. Air Combat Command has highlighted the difficulty of dispersing fighter units while ensuring access to fuel, weapons, components, and maintainers, and the French FRA-ACE model must solve the same problem. A temporary operating location becomes operationally valuable only when crews can recover a Rafale, inspect it, refuel and rearm it where required, upload new mission data, and return it to combat without relying on the full infrastructure of a permanent air base.

The Rafale’s multirole design gives a dispersed French detachment significant flexibility once it establishes those support functions. Depending on weapons and configuration, the fighter can perform air-defense, interception, conventional strike, and reconnaissance missions, allowing a small detachment to preserve several combat options even after relocating from its principal operating location.

For NATO, the central issue is no longer simply whether an air base can be defended against every incoming weapon. Agile combat employment adds another layer of survivability by ensuring that destroying a runway, fuel installation, or aircraft parking area does not necessarily remove the associated fighter force from the battle. Air defense, hardened infrastructure, runway repair, and dispersion instead work together to reduce the operational effect of long-range strikes.

The French Rafale Poland maneuver reflects a broader shift in allied airpower planning. France’s FRA-ACE concept, U.S. Air Force F-35 and F-16 dispersal training, and NATO’s reinforced posture on the eastern flank all point toward the same requirement: fighters must be able to move faster than an adversary can find, target, and repeatedly strike their operating locations.

For the Pentagon and European allies, Russia’s demonstrated combination of missiles and unmanned aircraft against Ukraine provides a real-world measure of why that requirement matters. The September 2026 French exercise shows that protecting combat aviation is increasingly about preserving the entire cycle of sortie generation under attack, not simply keeping aircraft airborne. If NATO fighters can disperse, refuel, rearm, and return to combat from multiple locations after an air base missile attack, long-range strikes become less capable of shutting down allied airpower through a small number of attacks on fixed infrastructure.
