Northrop Grumman opens East Gate 3 facility in Utah to accelerate B-21 Raider bomber production.
Northrop Grumman officially opened the East Gate 3 manufacturing facility in Layton, Utah, to expand production infrastructure for the United States Air Force B-21 Raider stealth bomber program. The 845,000-square-foot campus expansion supports simultaneous low-rate initial production and flight testing to accelerate aircraft delivery schedules. This industrial scaling is backed by federal funding increases designed to meet projected force requirements of at least 100 sixth-generation strategic aircraft.
The new Layton facility increases Northrop Grumman's Utah manufacturing footprint to over two million square feet and will support up to 1,500 engineering and manufacturing positions by 2032. This production scaling aligns with a fiscal year 2027 budget request of $6.109 billion to support ongoing manufacturing and procurement lines ahead of the B-21's first operational deployment to Ellsworth Air Force Base.

On September 9, 2026, Northrop Grumman opened a new manufacturing facility, named East Gate 3, in Layton, Utah, giving the B-21 Raider program more room to grow as low-rate production and flight testing continue simultaneously. The East Gate campus will total 845,000 square feet and support up to 1,500 engineering and manufacturing positions by 2032 to produce key B-21 components. The expansion follows a $4.5 billion funding provided through the 2025 reconciliation legislation to increase B-21 annual production capacity by 25%, while the FY2027 request reaches $6.109 billion, including $3.246 billion for procurement. The program remains based on at least 100 B-21 Raider stealth bombers, but senior Air Force and Strategic Command officials have discussed a requirement near 145 Raiders. Two Raiders are already flying at Edwards AFB, additional bombers are in production or ground testing, and the first operational B-21 is scheduled to reach Ellsworth AFB in 2027.
East Gate 3 raises Northrop Grumman's combined Layton-Clearfield manufacturing footprint above 2 million square feet, equal to at least 6.7% of the company's more than 30 million square feet nationwide. Layton specializes in sixth-generation aircraft manufacturing centered on the B-21, while nearby Clearfield produces composite structures for the B-21, F-35, Sentinel, and Airbus A350, reducing the distance between composite fabrication and downstream aircraft component work. Northrop Grumman already employs more than 11,000 people in Utah, making East Gate's planned workforce equal to 13.6% of the current statewide headcount. Its Utah operations also involve more than 600 suppliers, support more than 46,000 jobs, and generate more than $12.4 billion in statewide economic activity across aircraft, missile, navigation, and propulsion work.
The industrial issue is annual aircraft throughput. The Air Force lists an Average Procurement Unit Cost of $692 million in FY2022 dollars for a minimum fleet of 100 stealth bombers, including aircraft, support equipment, training, spares, and engineering changes rather than flyaway cost. At an eventual seven operational aircraft per year, 100 B-21s correspond to 14.3 years of steady-state production, while 145 would correspond to 20.7 years. A mechanical 25% increase from seven aircraft would produce capacity for 8.75 annually, but the Air Force has not established that figure as its production target. At 8.75 aircraft annually, 100 aircraft equal 11.4 years of output and 145 equal 16.6 years, illustrating why fleet size and production rate cannot be separated, unless annual output rises further. The FY2027 procurement request also includes $1.006 billion in advance procurement for long-lead airframe, engine, and modernization requirements needed before later aircraft enter final assembly.
The B-21 test campaign is also reducing some of the schedule risk that would otherwise complicate production expansion. The first B-21 flew on November 10, 2023, and the second flying Raider joined the Edwards campaign on September 11, 2025, allowing test activity to be divided between two aircraft. By March 2025, the first aircraft was flying at least twice weekly and had required only one major software change during its first year of flight testing. To achieve this result, more than 1,000 flight hours on surrogate test aircraft preceded the Raider's first flight, covering communications, avionics, navigation, and mission software. A developmental campaign scheduled for 180 days subsequently required only 73 days, cutting 107 days, or 59.4%, from the schedule while using roughly half the planned missions. Multiple objectives were also completed during individual sorties, while digital development methods reduced software certification time by about 50%.
The March 10, 2026 aerial refueling sortie moved the test campaign into a directly measurable long-range mission task. The B-21 flew for 5 hours and 33 minutes, connected with Edwards-based NKC-135 serial 61-0320 at 23,000 ft, and operated alongside an F-16 chase aircraft and test aircraft N879AD. A KC-135 boom can transfer more than 6,500 lb per minute, meaning five minutes at maximum flow equals more than 32,500 lb and ten minutes exceeds 65,000 lb, although the Raider's actual transfer quantity remains undisclosed. Against an estimated 180,000-lb maximum takeoff weight, those quantities equal 18.1% and 36.1%, respectively. The Air Force has not released B-21 internal fuel capacity or hourly consumption, so tanker savings cannot yet be calculated. Operationally relevant measurements will be fuel transferred per mission, tanker contacts per bomber sortie, and bomber sorties supported per tanker sortie.
Visually, the Raider is smaller than the B-2, shifting the force toward more aircraft rather than reproducing the B-2's size and payload. Estimates place the B-21 at 54 ft long and 145 to 155 ft in wingspan, versus 69 ft and 172 ft for the B-2, making it 21.7% shorter and 9.9 to 15.7% narrower. Estimated empty weight is 70,000 lb, maximum takeoff weight is 180,000 lb, and internal weapons capacity is 20,000 lb, making estimated payload 11.1% of maximum takeoff weight. The aircraft retains a two-pilot crew and is planned to carry the AGM-181 Long Range Stand Off (LRSO) nuclear cruise missile, the B61-12 and B61-13 nuclear gravity bombs, and conventional weapons including the JASSM-ER. The LRSO range is expected to exceed 1,500 miles (2,400 km), while the JASSM-ER reaches at least 620 miles (1,000 km). The force-level trade is therefore between the payload of one aircraft and the aggregate output of a fleet planned at 100 or more bombers, compared with only 19 B-2s in the current inventory.
Fleet size will determine whether the current industrial expansion is adequate. A 100-aircraft B-21 force would already be 5.3 times larger than the present 19-aircraft B-2 inventory, while potentially moving to 145 B-21s would be 7.6 times larger, 175 aircraft 9.2 times larger, and 200 aircraft 10.5 times larger. At seven aircraft per year, the 45 additional bombers represent 6.4 additional production years; the 75-aircraft increase represents 10.7 years, and the additional 100 aircraft would represent 14.3 years. Ellsworth AFB and the 28th Bomb Wing are scheduled to receive the first operational aircraft in 2027, while the 7th Bomb Wing at Dyess AFB and 509th Bomb Wing at Whiteman AFB are also planned B-21 operating organizations. Edwards hosts the 412th Test Wing and 420th Flight Test Squadron effort, while Tinker AFB handles depot planning. Increasing aircraft numbers therefore also increases requirements for trained crews and maintainers, simulators, hangars, low-observable maintenance capacity, spare parts, weapons infrastructure, and depot throughput.
Utah is becoming important for Northrop Grumman, as the company simultaneously supports two major U.S. strategic modernization programs in the state. Layton manufactures B-21 components, Clearfield produces B-21 composite structures, and the Roy Innovation Center supports the LGM-35 Sentinel ICBM. Roy is also expanding to six buildings (exceeding 1.1 million square feet) with capacity for more than 5,000 employees, compared with East Gate's 845,000 square feet and 1,500 planned positions. Promontory, Bacchus and Copper Crossing provide solid rocket motor, propellant and composite motor case capacity, as Northrop Grumman has invested $13.5 billion in infrastructure and R&D over five years, including about $2 billion in solid rocket motor capacity and capabilities. The B-21 final assembly nevertheless remains at Air Force Plant 42 in Palmdale, California, and the program extends across more than 400 suppliers in at least 40 states. More than 8,000 Air Force and industry personnel currently participate in the B-21's development, manufacturing, testing, and delivery, while Northrop Grumman has invested to date more than $5 billion in Raider digital technologies and manufacturing infrastructure.
