"If all goes to plan, the plant making AK-103 assault rifles and associated ammunition will begin to work to capacity in 2019," the vice-premier said.

Rogozin explained that "the problems dating two to three years back have been resolved, and this is a fact." The vice-premier said that virtually all of the Russian equipment had been supplied.

"The machines are stored here," Rogozin said. He added that the contractor had had to be replaced in the course of the project.

"The building is incomplete. We have selected another Venezuelan contractor to complete it," the vice-premier said. "The building is half-finished. There are no windows, doors, stable lighting, etc. Venezuelans will complete this."

The AK-103 is an assault rifle based on the AK-74M with a caliber of 7.62x39mm designed and manufactured by the Russian firearms manufacturer Kalashnikov. The AK-103 is technucally similar to the AK-74M except for the caliber and magazines.
