The 1V119 Reostat is based on the Soviet-made BMD-1 airborne tracked armored IFV (Infantry Fighting Vehicle) with the original 73mm gun turret removed and replaced by a turret equipped with observation and surveillance systems. The vehicle is used as an artillery fire direction center for the 2S9 120 mm self-propelled mortar carrier vehicle.

The 1V119 is equipped with NNP-21 and V-7 observation devices, three R-173 and R-159 radio sets, a PAB-2AM aiming circle, three antenna mounts, DSP-30, and DAK-2 rangefinders. The vehicle could be equipped with PSNR-5K (1RL-133-1) "Tall Mike" ground surveillance radar that can be mounted on the roof of the turret. It is also equipped with computers to calculate fire-control information for the 2S9 or other artillery systems such as the 122 mm D-30 towed howitzer and 122 mm BM-21 (40-round) multiple rocket launchers.

The NNP-21 is a monocular observation device, designed for night observation of the battlefield. The Tall Mike is an I-band surveillance radar able to detect people at a range of 3 km and vehicles at a range of 12 km.

The 1V119 keeps the original suspension and powerpack of the BMD-1. The independent suspension on either side consists of five small roadwheels with the idler at the front and the drive sprocket at the rear. There are four track-return rollers. The independent suspension combines a hydraulic system for altering the ground clearance and maintaining track tension with pneumatic springs, enabling the ground clearance to be altered from 100 to 450 mm.

The 1V119 is powered by a type 5D-20 V-6 liquid-cooled diesel engine developing 240 hp coupled to a manual transmission with 5 forward and 1 reverse gears. It can run at a maximum road speed 70 km/h with a maximum cruising range of 320 km.
