The U.S. State Department has made a determination approving a possible Foreign Military Sale to the Netherlands of four Netherlands Patriot Fire Units for an estimated cost of $105 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

On 6 September, the United States and India signed a major military communications agreement during a visit by Secretary of State Mike Pompeo and Defense Secretary Jim Mattis to New Delhi, amid a series of divisive issues, the Daily Times (India) reports. Thursday’s meeting was supposed to be held in Washington but was postponed twice by the Trump administration.

Current forecast for 2019 is that the Gulf states' military spending is expected to hit $100bn for the first time. The six Gulf Cooperation Council (GCC) countries registered six percent growth in military expenditures in 2018. The GCC includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE).

The Brazilian Marine Corps (CFN) has taken delivery of 20 AAV (amphibious assault vehicles). They were delivered by BAE Systems in York, Penn. on September 5 to the Port of Sepetiba and were moved to the Naval Complex of Itaguaí. They will later be transferred to the Amphibious Vehicle Battalion (BtlVtrAnf), in São Gonçalo, Rio de Janeiro.

Despite outstanding characteristics of Kalashnikov machine gun and its upgraded PKM option Russian weapons producers faced a problem. The Afghan campaign exposed the necessity to arm platoons with additional heavy machine guns. The decision to replace post-war RP-46 by RPK (Kalashnikov hand-held machine gun) was not very successful, the Zvezda broadcaster said.

World-leading thermal imaging technology is being offered to the British Army as part of Team Challenger 2’s bid to upgrade the Army’s Main Battle Tank. The technology, developed by Leonardo in the UK, forms part of the BAE Systems led bid to upgrade the tank and would for the first time bring independent night vision for both the gunner and the commander.

Australian company Electro Optic Systems (EOS) has been chosen as the supplier of remote weapon stations for the Australian Army’s new Boxer Combat Reconnaissance Vehicles (CRV). The remote weapon stations enable soldiers to fire a range of weapons, while crucially still remaining safe inside their armoured vehicles.

Rheinmetall has won another major order in Australia. The Duesseldorf (Germany)-based technological enterprise has been selected to supply the Australian Defence Force with more than a thousand additional military trucks and modules. Just signed, the contract is worth €430 million. The Commonwealth of Australia has thus acted on a procurement decision already announced in July 2018. Delivery is scheduled to commence in 2019 and be complete in 2024.

On 27 August 2018, PT Pindad conducted a successful live-firing demonstration of its latest "Kaplan" Medium Tank at the Infantry Education Center of the Indonesian Army located at Cipatat, West Bandung Regency. The 100th Trakker of a total order of some 133 tactical military trucks has been delivered by Iveco Defence Vehicles to the German Bundeswehr (German Armed Forces) represented by BAAINBw (Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support). The handover ceremony was held at the Iveco Defence Vehicles’ site in Germany, in Ulm, attended by military and Ministry of Defence representatives as well as industrial partners.

Liteye Systems, from Colorado, has received an $18 million follow-on contract for delivery of numerous containerized anti-unmanned aircraft systems (C-AUDS) from the US Air Force. These systems will be delivered in the next 120 days. This is the 5th contract for C-UAS systems and services Liteye has received since the fall of 2016.

On behalf of the government of Kuwait, the US Army has awarded Raytheon Southeast Asia Systems of Andover, Mass., a $9.9 million modification (#P00015) to a previously existing Foreign Military Sales contract (W31P4Q-16-C-0022) for technical assistance, planning, training, maintenance, and sustainment of the Kuwait phased array tracking radar to intercept on target missile (MPQ-65 PATRIOT) weapon systems, equipment, and logistics support elements. Saab has received an order for deliveries of the new Carl-Gustaf M4 multi-role weapon system to the Australian Army. This is Saab´s sixth customer for the Carl-Gustaf M4 system since its launch in late 2014. Deliveries will take place during 2020.

South Korea approved a proposal on 4 September to shorten mandatory military service period by up to three months that will take effect from next month. The Cabinet meeting, chaired by Prime Minister Lee Nak-yon, approved the defense ministry's offer to shorten the military service period over the coming years.

To avoid sanctions imposed by President Trump’s administration, India will have to reduce oil imports from Iran and cancel a planned $6 billion purchase of S-400 anti-aircraft missiles from Russia, ThePrint reports. However, India is expected to inform the US during a top-level meeting this week that it will go ahead with a deal to purchase the Russian S-400 air defense system despite the threat of American sanctions, Indian media reports.
