Russia and North Korea sign agreement to improve relations
Russia and North Korea signed an agreement that would further improve their relations. The latest visit is the culmination of a series of meetings that started in December 2014, when Dmitry Medvedev signed an agreement to avoid dangerous military activities and asked the Defence Minister, Sergey Shoygu, to start talks with North Korea.

The Russian delegation included the ambassador in Pyongyang and the First Deputy of the General Staff, General Nikolay Bogdanovsky. The two countries signed the agreement, which will put into action a series of measures that will reduce any case of misperception in their practices, before any of them can begin military activities.

Russia and North Korea share common borders at the Vladivostok area. There is a strong presence of forces and Russia Navy’s Pacific Fleet headquarters. Military exercises, including live firing, could be regarded by either side as an escalation, especially if they accidentally cause any kind of damages. The agreement aims at establishing the proper procedures of communication and peacefully resolving any differences.

Both countries are interested in the construction of a railway and pipeline that would eventually bring that would eventually connect and bring Russian gas to South Korea through the North. In April 2014, Moscow had written-off a Soviet-era debt of USD10 billion. Maintaining such good relations is important to Russian foreign policy as it could leverage its position in a series of issues with the West.
