China's booming economy has fueled the development and production of military equipment, which is the key to military modernization, Liang said.

The Chinese military has also streamlined its command system to boost the army's efficiency in fighting wars based on information technology. Moreover, a higher percentage of soldiers with higher education degrees are recruited to enhance the army's ability to master modern weapons and tactics.

In terms of military diplomacy, China has established military ties with more than 150 nations, held defense and security consultations with 22 nations and carried out joint military exercises to sharpen its defense capability, Liang observed.

China has now accomplished the first of three steps in modernizing its defense and is expecting to complete the whole process by 2050, said the general.
